Minimum Qualifications Interested candidates must currently be reachable on the Information Technology Specialist 2 (Programming), SG-18 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
Candidates must have one year permanent, competitive service in a qualifying title allocated to salary grade 16 or higher.
Duties Description * Code new programs and modules as well as changes to existing programs and modules;
* Perform program testing/tuning and assist others as needed;
* Troubleshoot production/non-production issues and provide on call support when needed;
* Analyze the best approach for implementing programming solutions, and update documentation as appropriate;
* Develop and track progress against project plans, schedules and events;
* Work with the Application Development Supervisor and Application Development staff and the project team to execute a work plan to meet the Redesign goals and monitor progress to ensure that the project is completed successfully;
* Participate with Application Development staff in Redesign activities, report project status to the Application Development Supervisor on a regular basis, and respond quickly to management questions and concerns;
* Analyze and develop the Retirement Benefit Administration System (PeopleSoft and other Oracle products) using tools available (e.g., PeopleTools, PeopleCode, SQL, SQR, Unix Scripting, COBOL, Phire Architect) in coordination with NYSLRS’ selected implementation vendor;
* Work closely with the other Application Development staff and vendor to coordinate data analysis, data mapping, data classification, data conversion and data bridging activities in support of the phased Functional Rollout plan;
* Participate in the collaboration among vendor, Redesign Business and Redesign Application Development staff to develop interfaces with external stakeholders (e.g., employers, public retirement systems, unions, IRS, etc.) using various methods (e.g., portal, secure FTF, etc.);
* Transfer knowledge learned about the Retirement Benefit Administration System, the standards, policies, and practices used in the Redesign Project, and the tools available (e.g.,
PeopleTools, PeopleCode, SQL, SQR, Unix Scripting, COBOL, Phire Architect) to co-workers.

* Demonstrated experience writing programming instructions (code) for a procedural language (such as COBOL).
* Demonstrated experience writing programming instructions (code) for communications interfaces with other software.
* Demonstrated experience writing programming instructions (code) in any other specific programming language type.
* Demonstrated experience in COBOL).
* Demonstrated experience in SQL / SQL Plus.
* Demonstrated experience in Visual Basic / Visual Basic for Applications.
* Demonstrated experience in MS SQL Server.
* Demonstrated experience in PeopleSoft Development Tools/Code.
* Demonstrated experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.).
* Demonstrated experience with database management tools (i.e,: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.).
* Proficient at communicating with technical staff and customers alike.
* Strong analytical thinker with excellent troubleshooting and problem solving skills.
* Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on call), and able to shift priorities with minimal guidance.
