Minimum Qualifications Interested candidates must currently be on the Information Technology Specialist 4 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:

Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.

Duties Description * Plan IT work tasks and activities for the Employer Support Team, ensuring that they are aligned with ERS goals and strategies.

* Direct and supervise staff in their daily tasks and provide pertinent feedback, as is appropriate.

* Allocate staff resources as necessary to meet work objectives.

* Communicate status of all work to team members and Area Manager.

* Coordinate the team’s work efforts with other IT support teams.

* Communicate and negotiate with Member and Employer Services Bureau and Accounting Bureau to set priorities and provide feedback of the status of work being performed.

* Assist Manager in developing responsive team work plans in support of established priorities.

* Serve as liaison with the Redesign Bureau for all relevant work and coordination affecting the Redesign solution and assist in overseeing the transition to new production processing for responsible program area.

* Manage on-call roster and provide support as necessary.

* Lead efforts on responding, reporting, and trouble-shooting problem areas and facilitating appropriate priority readjustments.

* Serve on various teams related to information technology and/or user requirements.

* Assist bureau management with research and special projects.

* Develop detailed program specifications from specifications provided by business units.

* Preparation of complex test plans for regression, string and integration testing.

* Prepare project plans as deemed necessary to track progress of work initiatives using OSC PgMo methodologies.

* Provide direction and oversight to project design/re-design activities of the most complex Retirement System applications.

* Provide coverage for Area Manager at meetings as well as prepare status updates to senior bureau management.

* Create comprehensive performance plans for subordinate staff members.

* Prepare timely and detailed performance reviews.

* Assess staff training needs and develop training plans for subordinate staff members.

* Review required administrative records (timecards, TDS entries, telecommuting journals, etc.).

Additional Comments Knowledge, Skills, and Abilities

* Demonstrated experience in Systems Development Life Cycle Management (two years to less than five years).

* Demonstrated experience in Supervision (one to two years).

* Demonstrated experience in Project Management.

* Demonstrated experience in Technical Writing.

* Strong verbal and written communication skills.

* Demonstrated experience in NYSLRS would be helpful.
