Minimum Qualifications Interested candidates must be reachable on the Business Systems Analyst 3 eligible list OR be eligible to transfer under section 52.6 of the Civil Service Law.

52.6 Transfer:
Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 23 or higher.

Duties Description The incumbent will be responsible for assisting in the management of the OSC Business Analysis Center of Excellence, implementing and continuously improving business analysis methodologies and enterprise BA policies and processes. In this capacity, the incumbent will be responsible for:
• Organizing, conducting and supervising business process improvement, Lean, and requirements definition consulting engagements;
• Coordinating cross-division efforts to achieve BA objectives and seeding BA skills throughout the enterprise;
• Facilitating enterprise or division-specific requirements elicitation sessions ensuring stakeholder needs are understood and requirements are prioritized and at an appropriate level for the lifecycle phase;
• Creating process, data, and object-oriented models to support the understanding and development of an “as-is” or “to-be” process or system;
• Coordinating the development of consistent approaches and best practices for BA and providing guidance on tools and techniques;
• Developing and delivering business analysis training and mentoring;
• Serving as an internal consultant to both project teams and to the executive management teams on enterprise analysis and organizational development;
• Fostering continuous improvement of overall BA capability through education, research and the sharing of effective tools and techniques;
• Organizing and participating in the OSC and Statewide BA Communities of Practice; and,
• Representing OSC at interagency forums and other venues regarding business analysis.
• Will be both directly and indirectly supervising the work of other staff either in the bureau or through consulting services

• Ability to manage multiple priorities
• Ability to effectively conduct interviews and manage meetings
• Experience applying Business Analysis techniques in a complex application environment
• Experience with business process improvement projects
• Experience working with consultants/contractors on agency projects, to implement an application to meet specific business needs
• The ability to mentor/train others in business analysis skills
• Strong understanding of project management lifecycle, and how it aligns with requirements lifecycle

Preferred:
• Certified Business Analysis Professional (CBAP)
• Master’s degree in Information Technology Systems, Communications, Business Administration, or Public Administration
• Experience with developing and delivering formal training
• Facilitation skills to work with individuals and groups to surface essential information; lead various requirements sessions, background meetings, configuration sessions; help negotiate priorities and resolve conflicts among project team, consultants and contractors
• Membership/participation in the International Institute of Business Analysis including the local chapter and professional communities of practice
• A passion for business analysis and the visionary leadership necessary to further develop OSC’s Business Analysis Center of Excellence
