Section 70.4 Transfer to Education Finance Specialist Trainee 1: Candidates may be eligible for nomination for Section 70.4 transfer to Education Finance Specialist Trainee 1 if they possess a bachelor’s degree AND have one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Traineeship Transition (PATT) eligible list.
Duties Description The New York State Education Department is seeking candidates for an Education Finance Specialist 1 position in the Office of State Aid. This Office is responsible for the calculation, payment, verification and projection of approximately $25 billion in State funds annually distributed to school districts and Boards of Cooperative Educational Services (BOCES) in support of public elementary and secondary education in New York State. Duties of this position include, but are not limited to, the following:
• Assist in the annual update of data collection forms, automated edits, aid calculations and testing of programmed changes;
• Use the web-based State Aid Management Systems (SAMS) software program to perform the annual review of the 700 school district State Aid claim submissions, request additional information and explanation from districts when applicable, in order to accept data into SAMS for use in State Aid calculations and payments;
• Assist in the development and implementation of post-edit claim verification projects;
• Assist in the supervision and direction of payments for State Aid claims, which includes the calculation of mandated payments, preparation of the necessary documentation for programming the payment calculations, maintenance of all related accounting systems, and preparation of related appropriation of cash flow reports;
• Provide technical assistance to school administrators and other agency staff based on aid formulas, payment formulas, statute and regulations;
• Participate in the ongoing business process re-engineering and enhancement of SAMS, including the incorporation into SAMS of remaining paper and ancillary processes;
• Assist in the development and implementation of training and informational material for school districts and/or BOCES;
• Prepare reports using a variety of software tools for transmission to school districts and/or BOCES, NYS agencies and SED offices; and
• Supervise lower level professional and clerical staff, as needed.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Verification of degree and/or transcripts will be required for all candidates at the time of interview.
This position may be filled as a traineeship. The salary above applies to candidates appointed to Education Finance Specialist 1, SG-18. The hiring rate for candidates appointed to Education Finance Specialist Trainee 1 starts at $42,986 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
*Leads to a maximum salary of $71,980 based on annual performance advances.
