Minimum Qualifications Interested candidates must currently be on the Information Technology Specialist 3 list, OR be eligible to transfer under Section 52.6 of the Civil Service Law.

52.6 Transfer:

Candidates must have one year of permanent, competitive service in a qualifying title allocated to salary grade 21 or higher.

Duties Description Web Application Development and Maintenance


* Elicit requirements and ensure that requirements are documented clearly and completely.

* Develop, under tight timeframes, proposals and mock web applications for the Division’s Executive Management Group.

* Act as Division representative on all Agency web and application development work groups. Responsible for preparing documentation and implementation of changes to work flow processes and server upgrades.

* Assist in developing and designing internal and external web-pages in various development languages and tools, including HTML, HTML5, CSS, Fireworks and Flash.

* Understand and apply W3C and NYS standards regarding ADA accessibility, content development, proper coding and Google Analytics. This includes coordinating with staff and users to identify needs and elicit and document requirements for any new pages or sites, developing, testing and ensuring conformance with OSC standards.

* Use programming tools to develop applications in ColdFusion, JavaScript, JQuery, ZingCharts and SQL, ensuring that work is completed in a timely manner and content is accurate, user-friendly and easily accessible.

* Act as the Division liaison with the OSC CIO’s office in the development, testing and deployment of certain web applications.

* Meet with customers to determine layout, design and functionality specifications of application and create mock demonstrations of applications to present to customers and also to CIO developers when requesting programming assistance.

* Maintain a system for monitoring, assigning work, managing and following-up on requests for change (RFC) for active online applications developed in ColdFusion.

* Maintain and update all applications, tools and webpages related to the Fiscal Stress Monitoring System.


Product Development, Approval and Publication

* Manage the review, edits, and format/layout of Division local government audit reports.

* Oversee the approval process for Division publications and presentations for external audiences, through the Press Office and other executive staff.

* Respond, under tight timeframes, to ad hoc Division and Agency requests related to publications, Division web pages and Web applications.

* Oversee, and assist in developing and maintaining the library of online training programs and tutorials available to staff and Local Officials.

* Collaborate with the Local Official Training Unit as well as the Staff Development and Training Unit to understand the content and develop appropriate structures and layouts for the material using Lectora, testing and publishing the documents to the Internet and Intranet.

* Maintain and update the training library as necessary.


Supervision

* Oversee staff responsible for developing and designing internal and external web-pages in various development languages and tools, including HTML, HTML5, CSS, Fireworks and Flash.

* Oversee staff using programming tools to develop applications in ColdFusion, JavaScript, JQuery, ZingCharts and SQL.

* Ensure consistent application of OSC’s standards and the Division’s policies.

* Ensure efficient and effective delivery of assigned projects and services. Consider the needs, capabilities and receptiveness of the customer(s) in defining the scope of the activity, developing recommendations and communicating with the customer(s).

* Provide guidance and support to staff. Guidance and support includes communication, research and assistance in problem solving.

* Promote staff development by providing feedback to staff on strengths and areas in need of improvement through the preparation of assignment reviews, annual performance evaluations and/or other appropriate communications.
