Provisional Appointment: For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service in one of the following titles: Manager, Educational and Vocational Services Coordination 3; Manager, Educational and Vocational Services Coordination 2; Regional Coordinator Vocational and Educational Services; or Chief of Special Education Services. Provisional candidates must take the examination for Administrator, Vocational and Educational Services Coordination when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for an Administrator, Vocational and Educational Services Coordination position in the ACCES-VR Central Office. This Office assists individuals with disabilities in attaining employment, educational and/or independent living goals. Under the general direction of the Assistant Commissioner, the incumbent of this position is responsible for managing the day-to-day operations of the Vocational Rehabilitation Program within the Office of Adult Career and Continuing Education Services. Duties of this position include, but are not limited to, the following:
• Oversee the administration of the delivery of vocational rehabilitation services statewide, ensuring ACCES services are consistent with federal and State guidelines and Commissioner’s Regulations;
• Collaborate with outside stakeholders (e.g., other State agencies, community-based providers, advocates, consumers and businesses) to leverage resources to support employment opportunities for individuals with disabilities;
• Coordinate VR Operations functions, ensuring timely development of policy and procedures, hiring and training of staff, establishment of ACCES Marketing Plans and the development and implementation of internal controls;
• Coordinate VR Operations functions with ACCES Fiscal, Quality Assurance, Special Education Services, and other State Education Department Units such as Human Resources and Technology;
• Provide guidance on the development, maintenance, and usage of contracts;
• Provide management direction and supervision to the Regional Coordinators;
• Represent ACCES on State Medicaid Infrastructure Grant (MIG) and National Council of State Administrators of Vocational Rehabilitation (CSAVR) committees;
• Attend monthly Direct Reports meeting;
• Coordinate bi-monthly Regional Coordinators and District Manager meetings and attend upstate and downstate District Manager meetings;
• Troubleshoot issues with District Office and Central Office staff in meeting agency goals;
• Oversee the preparation of responses to complaints and inquiries from consumers, advocates and legislators regarding VR services.
• Represent ACCES on the New York State Public Employees Federation Labor/Management and Health and Safety Committees;
• Direct the preparation and completion of Regents Reports; and
• Assist in the review and development of policies in support of the VR program.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or non-permanent provisional appointment. Provisional candidates must take the examination for Administrator, Vocational and Educational Services Coordination when it is next offered, and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
* Leads to a maximum salary of $151,228 based on annual performance advances.
