Minimum Qualifications Candidates must have at least one year of State service in an administrative title as defined under Section 52.6 of the Civil Service Law at salary grade 27/M-2 or above and eligible for transfer to the position of Director, Human Resources 3.
Duties Description Reporting to the Director of Administration, the incumbent will be responsible for directing the daily operations of the Department of State’s human resources management function including classification, staffing, examinations, employee relations and training. The Director is expected to provide policy direction on Human Resources functions and issues, and leadership in addressing human resource opportunities and challenges, including training.
The ideal candidate will have the following skills:
Experience in and knowledge of all facets of Human Resources management.
Demonstrated record of solid reasoned judgment.
Proven record of managing sensitive issues fairly and equitably, with discretion and objectivity.
Can proactively manage multiple priorities and adapt to changing needs and emerging issues.
Established ability to analyze issues thoroughly and quickly develop reasoned, defensible solutions.
Organized and results-oriented.
Strong interpersonal skills, able to communicate with staff at all levels within and outside of the organization, including the Governor’s Office of Employee Relations, Division of the Budget, Business Services Center, Department of Civil Service, the Office of the State Comptroller and labor unions.
Able to develop trusting relationships throughout the agency and with outside parties.
Excellent written and presentation skills.
Additional Comments The Department of State is a diverse agency consisting of approximately 500 employees on the administrative payroll, and an additional 150 employees on the institutional payroll, working in more than 15 distinct programs throughout the State. The Department provides services to more than 1,500 municipalities on matters relating to local and regional planning, community revitalization, building and energy code enforcement, coastal management, waterfront revitalization and efforts to combat poverty, including efforts specifically focused on helping new immigrants attain success in New York State. The Department supports business, public safety and NY State citizens through the licensing of more than 36 professional occupations, the registration of trademarks, the filings of certificates of incorporation, the keeping of vital records, and the protection of consumers. The Department also houses the Committee on Open Government, Authorities Budget Office and the NY State Athletic Commission.
The uniqueness of the Department’s operating programs, with specialized assignments and titles, as well as diverse funding sources, makes Human Resources Management functions particularly interesting and challenging.
