Minimum Qualifications To be considered, you must reachable for appointment from the Professional Career Opportunities (PCO) Select Job Titles eligible list for Policy Analyst 1 Public Authority or in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Certain titles may require that you also meet the following special minimum qualifications:
Bachelor's or higher degree in Accounting, Auditing, Business Administration, Finance, Public Policy or Public Administration and two years of experience involving the analysis of financial statements, budget and program information, and the management practices of public organizations; and the development and evaluation of recommendations consistent with the functions and decisions of a centralized oversight or control agency or budget office. If you apply for Section 70.1 transfer, you must also provide a copy of your college transcripts to demonstrate that you meet the above qualifications.

Duties Description The Policy Analyst 1, Public Authorities is an entry level professional staff who, under the supervision of a Policy Analyst 2, or higher-level staff member, will research and compile data on the operations of state and local authorities and perform onsite assessments of their performance and compliance with State law. The Policy Analyst 1 will draft correspondence, interview public authority officers, develop compliance review work plans, document findings, author reports, and produce recommendations to improve the operating and governance practices of authorities. The Policy Analyst 1 will be expected to report matters which require attention to higher level staff. The incumbent will have regular interaction with the boards and staff of public authorities, other state agencies and legislative personnel.
The duties of a Policy Analyst 1 (Public Authority) may also include reviewing and analyzing financial reports and other information filed by public authorities in the Public Authorities Reporting Information System (PARIS); preparing and analyzing tabular and statistical material, including preparing reports required by law, or requested by the Governor, Legislature, media, public, or other interested parties; preparing written replies to inquiries addressed to the ABO; and identifying factors or issues inhibiting the effective reporting of comprehensive and accurate information. Significant overnight travel is required.
