Minimum Qualifications Eight or more years of experience designing and implementing highly available and scalable multitier applications using Object Oriented or Service Oriented Architecture involving data structures, algorithms, software design, and JEE Design Patterns. This experience must include direct support of the IBM WebSphere Suite of Applications, including:
• IBM WebSphere Message Broker
• IBM WebSphere Portal
• IBM WebSphere MQ
• IBM WebSphere HTTP Server
• IBM WebSphere Application Server
• IBM WebSphere Business Process Manager
• IBM WebSphere Business Monitor

The following degrees, preferably in Computer Science or a related field, may substitute for the general experience as indicated:
• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience

Preferred Qualifications:
• Three or more years of experience architecting systems related to criminal justice processing, including disposition processing, fingerprint identification processing, criminal history updating, Sex Offender management, tracking of Wanted/Missing persons, or initiatives related to Offender Supervision.
• Four or more years creating technical designs that are implemented with JAVA Development Kit (JDK 1.5 or higher)
• Five or more years performing code review of applications developed using JMS, EJB, MQ, JSF, JAXB, JAXWS, and/or Hibernate

Duties Description Under the direction of an Assistant Director Information Technology Services 1, M4, in the Public Safety Portfolio Solutions Architecture unit, the Project Coordinator will oversee the upgrade of the Integrated Justice Portal (IJPortal), which is based on the IBM Websphere suite of middleware products. The IJPortal, in which most Public Safety applications run, provides access to both State and Local government agencies, Courts, and Law Enforcement to share critical public safety information, for both internal and external customers, with 24x7x365 support. The IJPortal platform and applications provide a single system on supported hardware, operating systems, middleware, and software components, which lowers risk associated with security, compatibility, and supportability. The middleware platform, software components, and applications are all in need of upgrade to reduce system downtime and increase reliability. The IJPortal provides critical services to all Public Safety Agencies, as well as all State and Local Police Agencies within NYS. Any unscheduled outage to this system can be a risk to public, as well as police officer, safety. Specific duties will include, but are not limited to:
• Analyze current architecture supporting the IJPortal and applications
• Develop remediation plan with architectural diagrams
• Coordinate with Project Management, Business Analysts, and Technical Leads to determine the scope, high level processes, significant risks, dependencies, and constraints related to remediating the IBM WebSphere platform and applications
• Identify, clarify, and organize system requirements
• Estimate costs and time schedules for IT Information Requests for ITS and Customer Agency approvals
• Coordinate with ITS Enterprise Chief Technology Office and Operations teams to plan and build out the environments to support the technology platforms
• Work with Project Management, Applications Developers, Business Analysts, and Quality Assurance to deploy applications dependent on the platforms
• Provide architectural support for deployed applications
• Ensure sufficient code reviews take place during application development lifecycle
• Provide cross training and overviews of enhancements and development projects
