Minimum Qualifications Current New York State employees, with one year of permanent service in a G-21 title eligible for transfer under Section 52.6 of the Civil Service Law, or currently in an G-23 position eligible for transfer.
Duties Description The incumbent of this position will oversee the day to day operations of the Contract Administration unit. The CMS2 is responsible for evaluating and reviewing the more complicated contracts, purchases and other financial documents. This position assists in the development, implementation and maintenance of office policies and procedures to monitor and control the contract process and achieve efficiencies. Directly reporting to the CMS2 are three Contract Management Specialist 1/Trainee staff and an Office Assistant 3.
Primary duties and responsibilities:
-Staff training, development, and scheduling
-Staff supervision, assign and oversee procurements
-Provide guidance to agency staff on the evaluation and selection process for various procurement methodologies to help prevent bid protests by unsuccessful bidders
-Provide guidance, technical assistance and training to agency staff and/or potential bidder(s) to facilitate the contract and procurement processes, ensuring all control requirements are met
-Serving in a project management capacity for high level RFPs
-Developing and assisting with the development and/or negotiation of contracts, RFIs, RFPs, IFBs, Sole/Single Source Procurements, and other related financial documents
-Prepare evaluation plans in accordance with NYS Law, rules and regulations
-Conduct technical evaluations
-Review proposed contracts for fiscal and programmatic correctness and adherence to State policy
-Draft written responses to interested parties for contract awards, contract status, bidder debriefings
-Approving transactions in the Statewide Financial System
-Review procurement records to ensure that all applicable laws, rules and regulations are adhered to
-Monitoring vendor compliance with applicable contract provisions and resolving contractual issues
-Proposing changes to existing program guidelines and/or assisting in the development of new guidelines
-Review budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations
-Maintaining contract/budget reports and reporting out to Fiscal Management
