Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Business Systems Analyst 1, SG-18; OR who are eligible to transfer under Section 52.6 of the Civil Service Law. Examples of qualifying titles are Information Technology Specialist 2, SG-18; Sr. Administrative Analyst, SG-18; or Contract Management Specialist 1, SG-18. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades.
Employees with one year of permanent competitive service in a position G-16 or above and who possess a bachelor’s degree from an accredited college, are active on the Professional Careers Opportunities eligible list, and meet the required minimum qualifications listed for the select job title on the Professional Career Opportunities (PCO) page: http://www.cs.ny.gov/pco/title-details/title-info.cfm?jobcode=0816100&type=Select may be eligible to transfer to the G-18 level under Section 70.4 of Civil Service Law.
Candidates with at least one year of permanent competitive service in a title allocated to G-11 or higher and who have standing on the PCO eligible lists; OR candidates with a bachelor’s degree and who are active on the PATT eligible list, may be eligible for transfer to the Trainee level under the provisions of Section 70.4 of the Civil Service Law.
Candidates eligible for consideration under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. Salary range above applies to candidates appointed to Business Systems Analyst 1, G-18. The hiring rate for candidates appointed to Business Systems Analyst Trainee starts at $42,986 and is based on the candidate's salary at the time of hire. Candidates hired into the traineeship will be advanced to Business Systems Analyst 1 title upon the successful completion of a two-year traineeship.
Duties Description Under the direction of a MITS 1, Grade 27, within the Grants and Licensing Portfolio/Mobile and Cloud Unit. The Business Analyst will be engaged in analysis, design and testing phases of the Software Development Life Cycle (SDLC) for a variety of agency mobile and web based applications. Specific duties include, but are not limited to;
Consults in technical meetings and support calls as needed. Draft and provide summary of meeting discussions.
Enters and present information in a clear, concise, organized manner that is appropriate for the intended audience.
Perform business process analysis in the development of business process maps, requirements gathering, identifying existing business processes.
Assist in translation of business requirements into design specifications, mockups and represent the interests of system users in the formulation of the new mobile and web based systems.
Develop detailed technical documentation.
Create mockups and screen designs for both web and mobile applications.
Perform field and data analysis.
Triage reported bug fixes and feature requests using the teams ticketing system.
Assist testing teams in the user acceptance testing of the system including helping to define function scripts, business use cases etc. to test system capabilities.
Demonstrate a professional attitude, interact appropriately with colleagues and stakeholders, and work productively in the office environment.
Produce quality work in a timely and effective manner.
Work creatively and analytically in a problem-solving environment.
Identify objectives, issues, and risks, and apply an analytical mindset to problem solving and drawing reasonable conclusions
Create User Acceptance Testing (UAT) scriptsOther business analyst and testing duties as needed.
