Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Principal Health Care Fiscal Analyst, G-27; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law to a Principal Health Care Fiscal Analyst, G-27.

QUALIFICATIONS
Preferred candidates will have a strong knowledge and understanding of the Certificate of Need (CON) review process, excellent time management skills, ability to analyze complex financial and patient utilization data, and knowledge of current health care reimbursement methodologies across all payors, including state and federal programs focused on payment methods that favor value verses volume. The ability to work with large data sets, mapping, population demographics, institutional cost reports and the regulatory process are also preferred. Desirable candidates should also be skilled in problem solving, decision making, supervision, and exhibit strong writing skills and the ability to communicate effectively with internal and external stakeholders. Skill in Microsoft Word, Excel and SAS are also preferred.
Duties Description The incumbent will be responsible for supervising and developing staff reviews of public need/utilization and/or financial feasibility data submitted by health care entities in support of CON applications and producing written public reports with recommendations for consideration by the Public Health and Health Planning Council (PHHPC) and Commissioner of Health approval. The incumbent may also be responsible for assisting with oversight of transitional operating assistance to financially distressed safety net hospitals as they implement plans that lead to their long-term financial sustainability. The incumbent may also analyze trends in the utilization of specific health care services and bed types, the emergence of new medical technologies, and other developments pertaining to public need and health planning. He/she will assist in the organization and maintenance of various data utilized in health planning, such as patient origin, market share and facility-specific utilization and operating indicators for health systems, hospitals, nursing home, and other post-acute care and ambulatory care providers, as well as other metrics including prevention agenda outcomes, readmission rates, and Prevention Quality Indicators. The incumbent may be involved in the analysis of market data including population demographics, health care service utilization and use rates, existing health care resource capacity, and other market factors. The incumbent may also be involved in the research and evaluation of other states’ public need methodologies and asked to apply this research in forming recommendations for consideration in policy development for New York State.
