Minimum Qualifications In order to be considered for appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Duties Description Under the direction of an Environmental Specialist 2 or Landscape Architect, the Environmental Specialist 1 will:
• Provide support for projects to advance the NYSDOT’s capital program;
• Analyze and research environmental issues affecting the State transportation network; gather data; write, review, and edit reports; and make recommendations to management;
• Assist in advancing environmental studies/analyses associated with Design Reports/Environmental Documents and other project reports;
• Assist with implementing the environmental processes related to federal, State and local regulations and requirements;
• Advise construction, design, highway maintenance, and other NYSDOT program areas on environmental rules and regulations and assist with development of policies and procedures;
• Provide technical assistance and process knowledge to Regional and other NYSDOT staff and consultants on environmental topics and processes, such as social and economic conditions, construction effects, surface waters, groundwater, the National Environmental Policy Act (NEPA) and the State Environmental Quality Review Act (SEQRA);
• Provide technical expertise and assistance with environmental permits, review of field studies and consultation/coordination with regulatory agencies; and
• Review and/or prepare environmental documentation, permits, guidance, training, official issuances and correspondence.
Responsibilities may include serving a role within the Incident Command System to support the NYSDOT response to regional and statewide emergency situations.
