Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description Under the supervision of an Associate Capital Program Analyst (SG-23), the incumbent will serve as the primary support for NYSDOT’s Multi Modal Programs, as well as other federal and state aid local transportations programs and projects. Specific duties include, but are not limited to:
• Coordinate programs and project issues with regional office staff, Legislative staff, and NYSDOT management. Provide appropriate guidance and correspondence as needed.
• Process incoming and outgoing project selections (including contract origination), which requires close coordination with various main office program areas, regional staff and the Office of the State Comptroller.
• Assign project identification and/or contract numbers, receive budget certifications of funding availability, prepare initial project notification letters to grantees and enter project information into an Oracle database.
• Prepare and process contract agreements, requests for encumbrances, transmit to the regions of executed agreements, payments request forms and project inspection/ completion forms.
• Reconcile payments in the Local Programs statewide database and manage payment activity with the Expenditures Unit. Prepare payment reconciliation and verification process for selected local programs and coordinate with Main Office and external groups on project closeouts.
• Deliver Local Program orientation and training as needed, and in accordance with program guidelines.
• Assist in processing the Consolidated Local Street and Highway Improvement Program (CHIPS) quarterly cycle reimbursement. Provide appropriate guidance and correspondence as needed.
• Provide program and technical support to meet the operational needs of the Multi-Modal and CHIPS Programs, as well as, other Local State Aid programs administered by the Local Programs Bureau.


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
