Duties Description DUTIES:

Under the direct supervision of the Administrative Services Director, the Human Resources Specialist 1 will provide oversight of the various work activities and programs within the Regional Administrative Services Office as assigned and provide management oversight in the absence of the Administrative Services Director. Duties include, but are not limited to:

• Understand and interpret Civil Service Law, State Personnel Management Manual, Civil Service Attendance and Leave Manual, Title and Salary Plan and other official references to properly perform a wide variety of human resource activities.
• Assist program managers to resolve questions relating to appointments, including transfer or reinstatement of employees. Maintain accurate and organized files, including hiring packages and other relevant information in accordance with DOT policies and procedures. May supervise in the preparation of personnel transactions in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives. Oversee and assist in the orientation of new employees.
• Accurately advise program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination or salary of employees.
• Reviews status of available eligible lists and current examination schedules. Assists supervisors and agency program managers on possible actions resolving critical needs for recruitment and examinations.
• Oversee and assist with Worker’s Compensation/Alternate Duty Program, Time and Attendance rules and regulations, Sick Leave, Jury Duty, Military Leave, Child Rearing Leave, Sections 71, 72, and 73 of Civil Service Law, FMLA, Leave Donation, etc.
• Interpret terms of negotiated union contract and local agreements for regional managers to ensure uniform understanding. Conduct routine investigations and/or grievance hearings to gather pertinent background information; monitor to ensure timeliness of processing in accordance with schedules. Travel may be necessary to conduct interrogations, hearings, arbitrations and labor management meetings.
• Oversee office services activities to include mailroom functions, stockroom supplies, ordering and distribution of other support activities and plan distribution.
• Oversee revenue accounting and purchasing activities to ensure compliance with NYSDOT, OSC, and OGS purchasing guidelines and reporting to OSC, Tax and Finance and submission and accuracy of payments received and dispersed.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations
