FOR PROVISIONAL APPOINTMENT: You must be a qualified employee of the New York State Office For People with Developmental Disabilities and have had three months of permanent competitive or 55-b/55-c service as follows: as a Developmental Disabilities Program Specialist 2, Treatment Team Leader (DD), Mental
Hygiene Nursing Program Coordinator, or Community Development Specialist 2.

Duties Description POSITION DESCRIPTION: The Metro Director of Residential Services has the overall responsibility for the administration, supervision and direction of Residential Service Programs in the Community for State Operations as well as the Day Habilitation programs located in the Bronx and Manhattan Districts.

Reporting Responsibilities: Reports directly to the Metro Deputy Director of Region 5 State Operations.

Positions Supervised: All Manhattan and Bronx
• Treatment Team Leaders, Program Managers (DA-III), (DA-II), Supervisors (DA-I), DSAs, and DATs.

• Clinical Staff including but not limited to: Residential Habilitation Specialists, Dietitians, Nurses, (in conjunction with the Nursing Program Coordinator/Nurse Administrator) Dietitians (in conjunction with the Nutritional Administrator), and Psychologists (in conjunction with the Chief Psychologist).

PRIMARY DUTIES AND RESPONSIBILITIES:

1. Provide supervision of daily operations of all Residential Services.

2. Supervise all Treatment Team Leaders and Clinical Staff.

3. Create and Implement effective oversight systems for all programs supervised to ensure quality individual care and conformance to NYS OPWDD regulatory standards as well as agency policies and procedures.

4. Develop and implement effective Plans of Corrective Action in response to Internal, State and Federal programming and fiscal audits (in conjunction with the Quality Improvement Dept.).

5. Monitor staffing to ensure staffing plans meet the needs of individuals served.

6. Provide on-site supervision and administrative oversight for all clinical services and activities within the Residential Services and Day Habilitation program.

7. In conjunction with Business Officer, monitor ongoing fiscal status of all Programs supervised and ensuring that the division operates in a fiscally sound manner.

8. Participate in the Administrator On Duty Rotation (AOD)

9. Conduct monthly site visits across all shifts of Residential Services, as need.

10. Participate on Committee’s (Health and Safety, Incident Review, Governance, Human Rights, Informed Consent, and Office of Internal Investigations Affairs (OIIA).

11. Is responsible for all activities of personnel, including interviewing applicants, hiring, scheduling, supervision and evaluation of staff performance and compliance with mandatory health and training/in-service requirements.

12. Oversees the general health and psycho-social status of Individuals in the Day Hab., interacts with Individuals regularly and assists with hands on care as needed.

13. Serves as Administrator over the Family Care Unit.

14. Cultivate a working relationship with the CSEA and PEF Unions to ensure a harmonious working environment for Management and Labor.

Program Planning and Development:

15. In conjunction with the Deputy Director of State Operations, liaise with officials of Service Delivery and Regional Office to plan, develop and execute improvements in the existing services as well as new initiatives.

16. Participate in the strategic planning process for Residential and Day Hab. Services.

17. Ensure staff get all required OPWDD and GOER Mandated trainings.

Incident Management:

18. Monitor individual incident trends and implement effective corrective actions in conjunction with the Director of QI.

19. Ensure that all individual incidents and allegations are reported in a timely manner and that all necessary protections are in place as needed.

20. Ensure that incident reports are forwarded to the Quality Improvement Department timely.

Other duties as assigned

This position is a District Level Executive Cabinet Position which supports the Region 5 State Operations Director.
