Minimum Qualifications Eligible for a lateral transfer or eligible for a 70.1 transfer or a 52.6 transfer by having one year of permanent competitive or 55.b/c service in the appropriate title.

Eligible for 70.1 transfer by having one year of permanent competitive or 55.b/c service as a Senior Attorney Realty, G-25.

Duties Description Reporting to the Deputy Counsel and General Counsel, the duties of this position will include, but are not limited to, the following:

• Assist the Counsel, Deputy Counsel and Assistant Counsel of the Office of Temporary and Disability Assistance (OTDA); confer with OTDA officials on questions of law, particularly those involving homelessness and homeless shelters.

• Participate in the development of assigned Departmental legislative, regulatory and policy initiatives. This task may include research, drafting, participation in conferences and negotiations, and interaction with appropriate persons.

• Review Requests for Proposals (“RFPs”), the RFP process, and other procurement-related documents.

• Review contracts related to grant allocations for homeless housing and services programs.

• Review and respond to subpoenas and requests made under the New York Freedom of Information Law and the Personal Privacy Protection Law.

• Participate in OTDA's development and enforcement of statutory and regulatory standards pertaining to shelters for persons experiencing homelessness.

Additional Comments Appointment will be contingent upon the Division of the Budget approval to fill. A full-time, permanent appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.

Hours are 9:00 am to 5:00 pm.
