Minimum Qualifications Bachelor’s degree or higher in climate policy, climate science, economics, engineering, environmental sciences, government or political science, physical or natural sciences, planning, public policy, or sustainability, AND seven years of full-time professional experience in positions that encompass the establishment or management of environmental or clean energy programs; preparing or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing professional testimony for use in hearings or trials or legal experience involving environmental matters related to climate, air pollution or clean energy; or preparing environmental analysis of climate change issues. Two years of this experience must have been at the managerial level.

A Master’s degree in one of the required disciplines may be substituted for one year of professional experience if it was not used to meet the entrance qualifications. A PhD in one of the required disciplines or a JD degree may be substituted for two years of experience.

Duties Description The Department of Environmental Conservation (DEC) is seeking applicants for the position of Director of the Office of Climate Change (OCC). Governor Cuomo has established New York as a leader in the fight against climate change. Under the Direction of Commissioner Seggos, the Office of Climate Change plays a critical role in implementing New York’s climate leadership. The OCC is responsible for administering DEC’s climate programs including: the Regional Greenhouse Gas Initiative (RGGI) and other multistate partnerships; Climate Smart Communities; Environmental Protection Fund;; programs to reduce emissions of warming agents of various high intensity short-lived climate pollutants; initiatives to sequester carbon through natural and working lands; strategies to decarbonize the transportation sector; and programs to build resilience of New York’s agencies and communities. The Office of Climate Change currently has a staff of nine professionals that the Director will be responsible for managing.

The OCC is part of DEC’s Executive Office and the Director reports directly to the Deputy Commissioner for Climate, Air and Energy. The Director will work closely with the directors of other departments in DEC and with managers in other agencies with responsibilities relating to climate change or clean energy, in addition to other states participating in the US Climate Alliance and other multistate initiatives. The candidate should demonstrate leadership and management skills and experience; knowledge of environmental, clean energy and climate policy; and communication and public outreach skills.

Additional Comments Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Weekends and holidays may be required. Must be available to respond to after-hours emergencies.
