Minimum Qualifications Current Office of General Services employee with permanent, contingent-permanent, or 55 b/c service as a BSC Analyst 2 and interested in reassignment; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service as a BSC Analyst 2; OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 21 or above and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

Duties Description The Office of General Services Business Services Center (BSC) Human Resources Information Technology (HRIT) Service Line is responsible for maintaining a human resource information platform called Human Capital Management (HCM-NY) as well as a bolt on enterprise time and attendance system called LATS-NY. These platforms have enabled the BSC to provide HR services to Executive Branch agencies to meet their program needs as they migrate to the BSC for Human Resources services. HRIT is also responsible for maintaining and supporting other systems utilized by the BSC HR service lines.
The incumbent of this position will be responsible for providing daily supervision of a team within HRIT.
Specific duties will include, but are not limited to:
• Perform duties with a “continuous improvement” mindset, offering ideas and solutions to staff.
• Participate and lead team huddles and share ideas and insights with staff.
• Participate in developing training programs for staff that will incorporate Lean principals within the team.
• Supervise teams that provide day-to-day support of the BSC’s Human Resources platforms (HCM and LATS-NY) including:
• Identify and implement system improvements.
• Work in partnership with BSC HR Operations and stakeholders to identify business requirements for queries, on demand reports and system requirements based upon business need.
• Perform tasks associated with data collection and analysis.
• Develop system test plans (scripts, scenarios, cases) and perform system testing related to new system releases and enhancements.
• Provide guidance to staff regarding the necessary follow-up work.
• Documenting, drafting and conducting process confirmations on standard work related to BSC HRIT functions.
• Regularly reviewing standard work with staff to determine if changes/updates are needed.
• Complete special assignments as needed.
