Minimum Qualifications Current NYS employee with one year of permanent or contingent-permanent service in a title at or above SG-23 and eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description Under the general guidance of the Director of Personnel, the Assistant Director of Personnel manages and oversees the delivery of personnel services to the many program areas that comprise the Department of Taxation and Finance. Specific duties include:
• Provides oversight, guidance and support to subordinate staff for Department recruitment of new employees, including posting of vacancy announcements, eligible list canvassing, and reviewing resumes for eligibility.
• Provides guidance and support to subordinate staff for all employee appointments, promotions, and leaves of absence to ensure compliance with Civil Service Law, Department policies and control agency requirements.
• Provides oversight, guidance and assistance to subordinate staff for all Department classification actions which include; preparation and submission of classification requests for new positions, reclassifications, reallocations, earmark releases and other related matters.
• Assists in the development and maintenance of the classification plan for the Department.
• Serves as an advisor to management in matters relating to staffing, appropriate titles, salaries and job requirements.
• Assists in the administration of decentralized examinations and coordinating participation in exam planning including attending scope meetings as a department representative.
• Meets with program management to discuss changes in Civil Service Laws and Rules that may affect department policies and procedures.
• Represents the department at meetings and conferences on personnel administration matters and the resolution of specific problems or proposals.
• Assists in the statewide administration of training programs for program management and supervisory staff in areas related to effective interviewing, probation monitoring and other topics related to promoting employee growth and development.
• Meets the department’s time and attendance requirements.
Additional Comments Preferred Qualifications: Experience in Personnel, including a strong knowledge of staffing, recruitment, classification, and exam planning.
