Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 1, G-18, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 1, G-18. Also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Administrative Specialist 1, G-18; Training Specialist 1, G-18; Contract Management Specialist 1, G-18; and Information Technology Specialist 2, G-18.

Duties Description As part of the Statewide Financial System (SFS) Agency Change Management Section, the incumbent will be responsible for change management tasks related to business process and system changes that affect end users and stakeholders of the State’s enterprise financial and accounting system. The incumbent will also be responsible for managing stakeholder communication, training, and testing.

General Job Responsibilities:

• Plan activities to gather and define approach to understanding and resolving stakeholder issues.
• Upon successful resolution of a problem, ensure resolution steps are clearly documented and conduct training activities with appropriate agency stakeholders and SFS units as needed.
• Monitor for any subsequent issues to ensure that they are resolved in a timely fashion.
• Develop understanding of agency business process needs to provide targeted support to various stakeholder groups.
• Interface with stakeholders to ensure that SFS fully understands their problems.
• Determine level of efforts required for tasks and estimate timetables for completion.
• Serve as liaison between business and IT staff, assisting with communication requirements and system changes to stakeholders.
• Work closely with agency implementation teams to develop rollout strategies and identify creative ways to develop and deliver training.
• Ensure stakeholder training materials, project artifacts, and communications needs are met within required timeframes.
• Review and validate key stakeholder communications for technical accuracy prior to sharing with audience.
• Assist with the scheduling of testing new releases and effected business processes; follow up on testing when needed.
• Serve as subject matter expert in SFS PeopleSoft Financials functional areas.
• Participation in knowledge transfer and continuous learning sessions to build competency in key focus areas.
