Salary RangeFrom $90375 to $111316 Annually
Minimum Qualifications Candidate must have permanent status as a Research Scientist 4, G-27 and interested in reassignment; OR must have a Bachelor’s Degree and five years of professional research experience in the appropriate field; or a Master’s Degree and four years of such experience; or a doctorate in the appropriate field and two years of such experience.
Preferred Experience: One-year of experience using SAS, SPSS or SQL programming language. Experience working with NYS Medicaid claims and/or performance measurement is a plus.
Duties Description The Research Scientist 4 position is part of the Federal, State and Behavioral Health Data Management and Analysis Unit. The functions of the unit include, but are not limited to:
Management of the Behavioral Health data, including: conducting Medicaid analyses; serving as OASAS data liaison with Department of Health (DOH), Office of Mental Health (OMH), and other stakeholders; and developing performance metrics and outcome measures. Analysis of OASAS Treatment Client Data, including: serving as liaison to the Substance Abuse and Mental Health Services Administration (SAMHSA); working with Office of Information Technology Services (ITS) staff to manage the Treatment Episode Data Set (TEDS) extracts; ensuring that State Outcomes Measurement and Management System (SOMMS) reports are monitored quarterly; and ensuring that performance measurement research findings inform the development and refinement of measures for OASAS and Medicaid Managed Care. Coordinate the use of OASAS treatment data resources, including: facilitating the Data Management Committee (DMC) and Data Protection and Dissemination Committee (DPDC); and reviewing data requests submitted to the DPDC in accordance with established committee procedures, including the protection of patient confidentiality. Management of Pain Grant (collaboration with Research Institute on Addictions and Research Foundation for Mental Hygiene staff), including: coordinating with the Principal Investigator on federally funded Pain Grant initiatives; managing grant staff position(s) at OASAS; conducting matching and related analyses of OASAS Client Data System and Medicaid data required for the Pain Grant research. Produce ad-hoc reports and analyses for priority initiatives.
