Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Payroll Examiner 3, Grade 18, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.

Provisional:

In the event there is no viable Civil Service list, a provisional appointment may be made. In order to be eligible for a provisional appointment, candidates must have one year of permanent competitive or 55-b/55-c service as a Payroll Examiner 2, SG-15, or former title of Payroll Clerk 3, SG-14.

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained. The Payroll Examiner 3 examination has been announced to take place on June 01, 2019. All applications must be submitted or postmarked by April 17, 2019.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Payroll Examiner 3, Grade 18, position in the Office of Financial Management, Consolidated Business Office. The Consolidated Business Office, Consolidated Payroll Services Unit (CPSU) is responsible for processing payroll transactions and providing payroll services for 24 OMH psychiatric facilities. The incumbent of this position will supervise and monitor the daily functions of Team Leaders and other subordinates as well as plan, organize, and direct the daily functions of all staff members responsible for processing payroll transactions. Specific duties may include, but are not limited to, the following:

Monitor the daily functions of the team to ensure work is organized, established OSC deadlines are met, and tasks are prioritized as necessary to achieve unit goals. Propose, develop, and implement solutions to payroll issues. Communicate and resolve issues with the Office of the State Comptroller.

Collect, analyze, and distribute data through various programs in order to assist the office in accurate and timely processing of payroll related duties, monitor the recovery of overpayments and utilize data from OSC query reports to maintain internal controls.

Lead team in implementing payroll related policy directives, contract initiatives and reporting requirements in accordance with OSC Payroll Bulletins, Budget Bulletins, negotiated agreements, GOER directives, and Civil Service memorandums.

Provide extensive training for Payroll Examiner 1’s, Office Assistant 2 (Calculations), and Payroll Assistant Trainees responsible for payroll that includes complex payroll transactions, salary calculations, deductions, taxes and direct deposits.

Oversee the assignment and completion of special projects including annual audit of salary factors and special payments. Coordinate, track, and complete Summer Teacher listings and rates.

Ensure all April and October tasks related to salary increases are completed. Run queries in various payroll programs to ensure performance advances are paid accurately. Verify large overpayments and request longevity checks back.

Participate in Payroll Users Group (PUG), committees, and agency work groups to provide reports and payroll technical expertise to other units to facilitate ancillary processes.

Supervise staff to ensure compliance with OMH standards for Time and Attendance, performance evaluations and work habits. Meet regularly with staff to discuss work priorities and assignments. Participate in interviews and provide training for new staff as well as communicate new information and procedures to existing staff.
