Minimum Qualifications 1. Four years of experience performing engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical or sanitary engineering technology; environmental technology; or as a suveryor or drafter;

OR

2. Graduation for high school (or possession of a high school equivalency diploma issued by a recognized education authority or a USAFI GED diploma high school level) AND one year of the experience described in option 1 above;

OR

3. Graduation from a high school technical education program in technical aeronautics, technical architectural drafting and building construction; technical chemistry, industrial chemistry, technical electricity/electronics, technical mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems or computer circuitry;

OR

4. Eighteen college semester credit hours in any combination of the following courses: engineering; such as civil, chemical, electrical, mechanical, aeronautical, and/or sanitary; public health; environmental and/or engineering technology; drafting; mathematics; surveying; computer science, environmental science; and/or the natural and physical sciences.

Duties Description Assist the Contracts & Payments Section (CPS) in reviewing and processing invoice payments known as Contractor Applications for Payment (CAPs). The staff person will become knowledgeable in standby contract language and requirements; subcontractor solicitation rules; contract labor categories; and other reimbursable costs under the standby contracts. Payment processing will include creating encumbrances and other related work in the UIS and Fiscal Management Information System (FMIS). Contract audits will be performed on select CAPs with a summary of findings presented to CPS. Work involves an understanding of the DEC Docs system, use of UIS database, and use of FMIS. Hands-on training on these systems will be provided as needed.

Assist with the Department's efforts to survey manufacturers, fire departments, fire training centers, airports and bulk storage facilities that manufacture or use certain products that contain hazardous substances regulated by the Department. Manage survey responses. Maintain electronic database of survey responses. Prepare reports and summaries on survey results for Department and other state agency use as needed.

Conduct research as needed related to firefighting foam manufacturers and firefighting foam products. Assist with the review and revision of the webpages associated with the survey and survey results.

Assist staff with entering information/data into the Unified Information System (UIS). Use the electronic document management system (DEC Docs) to enter documents and files into the system using appropriate naming conventions.

Research Brownfield Cleanup Program (BCP) sites with Certificates of Completions (COCs) to determine if development has occurred at the site.

Provide assistance on a variety of office administrative tasks including: ordering/purchasing items from vendors that staff need (office supplies, clothing, equipment, etc.), tracking purchasing invoices, mail and paycheck distribution, assist staff with Microsoft Office Suite issues, filing and scanning documents.

Additional duties may be assigned based on Bureau/Section needs.

Additional Comments This is a seasonal, hourly appointment with a duration of 4/1/19 to 3/31/20. Program needs will determine actual termination date, which may be prior to termination dates indicated. Actual work schedule may vary and will be discussed at the interview.
