Minimum Qualifications Interested candidates must be reachable on the Secretary 2 eligible list or eligible to transfer under Section 70.1 of the Civil Service Law.


70.1 Transfer:

Eligible candidates must have one year of permanent competitive service in a qualifying title allocated to a grade 13 or higher. If the candidate is not currently incumbering, or has not previously held a keyboard or secretarial title, the candidate will be required to take and pass a typing proficiency exam to qualify for transfer

Duties Description Provides Administrative Support to the Labor Relations Unit
• Screen routine inquires and telephone calls, referring to Labor Relations staff for assistance as needed.
• Employ word processing, spreadsheet and database programs to prepare emails, routine correspondence, memos and reports by applying labor relation laws, rules, and regulations and negotiated contracts, for review by the Labor Relation staff.
• Review all outgoing correspondence to ensure proper titles, dates, case numbers, references, factual correctness, policy information and that appropriate enclosures are attached.
• Update and develop administrative forms and office procedures for the Labor Relations unit.
• Create and maintain electronic and hard copy files on all cases, meetings and subjects.
• Electronically track all incoming and outgoing correspondence.
• Deliver administrative support to the Labor Relations staff by maintaining the electronic Labor Relations database (LRTS):
- Opening cases
- Making updates
- Closing cases
- Send Labor Relations staff notifications for new cases.
• Transcribe interrogations as needed.
• Ensure counseling memo’s, time restrictions and unsatisfactory evaluations are shared with Labor Relations staff and filed appropriately.
• Review Personal History Files (PHF’s) that are requested by OSC staff, to ensure all confidential information is in a separate file and/or redacted before they are reviewed by the requestor.
• Meet with OSC staff who have requested to review a PHF as needed. Sit with employees and/or supervisors who have active or potential Labor Relations cases.
• Other projects and duties as needed.

Quarterly Labor/Management Meeting
• Coordinate quarterly Labor/Management meetings with CSEA and PEF.
• Confer with Executive level staff, including the Comptroller and Deputy Comptrollers to coordinate quarterly Labor/Management meetings.
• Track agenda items and follow-up on action items from previous meetings.
• Draft updates, background information, briefing documents and speaking points.
• Schedule and attend pre-meetings.
• Arrange conference room set-up and prepare meeting materials.
• Draft meeting summary for the Director of Labor Relation’s review.

Support of the Human Resources Office
• Provide backup for receptionist desk.
