Minimum Qualifications Open to current NYS employees:
Candidates must be reachable for appointment on the current Civil Service eligible list for the title;
OR
be eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Candidates eligible for transfer must have one year of permanent service in a title approved for transfer by the Department of Civil Service under Section 70.1, or one year of permanent service in a title designated as Section 52.6, and within two salary grades of the position.

In the event that there is not a valid eligible list, candidates who meet the following promotion qualifications may be qualified for a provisional appointment:
One year of permanent service as a Contract Management Specialist 1, Head Account Clerk, or Health Facilities Management Assistant;
OR
One year of permanent service as a Senior Accountant, Senior Auditor, Nutrition Services Administrator 1, Human Resources Specialist 1, Administrative Assistant, Senior Budgeting Analyst, Purchasing Agent, Senior Health Care Fiscal Analyst, Assistant Office Services Manager, Resource and Reimbursement Agent 1, or Resource and Reimbursement Agent 2.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.
Duties Description As an Assistant Business Officer (ABO), you would function either as the principal assistant to a Business Officer or as the highest-level business and fiscal officer at one of the Psychiatric Centers within the Office of Mental Health, provide management direction, and control of business administration, fiscal and support service activities. Under direction, you would coordinate activities with clinical program supervisors to ensure they are supportive of facility treatment objectives. Within this framework, you would plan, organize, direct, and control the principal activities of all support departments (excluding the facility Personnel Office and, at some centers, the Security Force); oversee the preparation of the facility’s annual other than personal service (OTPS) budget requests and the personnel service budget requests for support departments; oversee the expenditures of accounting for funds appropriated in the annual budget; prepare and monitor facility contracts with other providers of support or clinical services; and assist clinical program supervisors with the evaluation, utilization, leasing and control of program space on and off the facility “campus” and/or community operations settings.

If you are appointed and subsequently listed as an excluded individual or entity on any of these lists (or excluded from any other Federal or Federally assisted program), you may be terminated from your employment.
Background Investigation/Justice Center Review:
Prospective appointees will be: 1) Checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable. 2) Investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 3) Screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees may be required to pay any necessary fees. Additionally, prospective employees whose names are indicated on the SCR may be barred from appointment.

This position is eligible for a Downstate Adjustment of $3,026.
