Minimum Qualifications Reachable on the appropriate Civil Service eligible list or a current NYS employee eligible for transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law.
52.6 Transfer
To be eligible for transfer under Section 52.6, candidates must have one year of permanent competitive service in a qualifying title allotted.
70.1 Transfer
To be eligible for transfer under Section 70.1, candidates must have one year of permanent competitive service in a qualifying title allotted.
70.4 Transfer:
Candidates with one year of permanent competitive service in a position within two salary grades and possess a Bachelor’s Degree from an accredited College. Applicants must have passed the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) exam.
Candidates may be required to serve a 2-year traineeship that leads to the grade 18 position. The traineeship includes a comprehensive training plan that will be individualized based on the candidate’s experience.
55B/C eligible candidate with a Bachelor’s Degree.
Duties Description
Respond to Information Requests for Payroll Data
* Interpret internal and external information requests to provide appropriate payroll data.
* Run SQLs or request programs if requests can be completed with existing queries/programs.
* Develop new SQLs to query against PayServ database if programs/SQLs do not already exist.
* Format information provided by queries.
* Accurately track information requests and responses.
* Compile and analyze payroll information requests for FOIL’s, as well as internal and external information requests.
Manage payroll projects
* Develop and maintain reporting dashboards for bureau operations, management, and agencies.
* Manage and support system, business and training projects.
* Work with other sections to develop training plans and tools to ensure that internal and state agency staff are trained in various procedures.
Support payroll communication efforts
* Review Payroll Bulletins and ensure accurate publication.
* Ensure timely review/revision of Payroll Directories, Payroll Vault, etc.
* Use tools such as Microsoft Word, Power Point and Excel to create and maintain documents as needed.
* Assist with delivery of Payroll training and bureau events.
Analyze and reduce knowledge gaps for succession planning
* Analyze current section business practices and create appropriate knowledge sharing materials to enhance productivity and accuracy.
* Create and analyze online surveys to collect quantifiable data about Bureau procedures.
* Help develop training plans to ensure that a sufficient number of staff are trained in procedures.
* Document and maintain procedures for assigned tasks.
