Minimum Qualifications Appointment to Real Estate Specialist 1, SG-18: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law or Candidates must be reachable for appointment on the Real Estate Specialist 1 eligible list.

Appointment to Real Estate Specialist Trainee 1 or 2, NS*:

List Appointment: Candidates must be reachable for appointment on the Professional Career Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible list.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 or 70.4 of the Civil Service Law.

Duties Description The New York State Canal Corporation (Canals), a subsidiary of the New York Power Authority, is responsible for overseeing and maintaining the 524-mile waterway for boating, recreation, tourism and agriculture. The Canal system is made up of the Erie, Champlain, Oswego and Cayuga-Seneca canals, linking the Hudson River with the Great Lakes, the Finger Lakes and Lake Champlain. The 200-year-old NYS Canal System plays important roles in New York’s economic development, tourism industry and environmental stewardship. Canals is seeking candidates for the position of Real Estate Specialist 1, SG-18. Duties will include, but not be limited to, the following:

• Processes occupancy and work permits for use of and work undertaken on Canal Lands.
• Reviews necessary documentation for the issuance of occupancy and work permits for compliance with the Canal and Public Authorities Law, Corporation procedures, regulations and guidelines.
• Reviews, analyzes and evaluates real property matters relating to the permitting of Canal Lands.
• Drafts correspondence and permits for use or work on Canal lands and/or waterways. Monitors compliance with Canal procedures, regulations and guidelines.
• Maintains and updates existing permits within coverage area.
• Assists with the assignment and review of appraisals conducted by outside consultants and assists with updating assessment data and various other fee-related schedules.
• Reviews the appraisal scope of services prior to assignment to outside consultants.
• Evaluates appraisal reports for Uniform Standards of Professional Appraisal Practice (USPAP) and internal requirements.
• Compiles and drafts correspondence, reports and other documentation for the disposition of real property.
• Drafts reports and other correspondence for Canal Recreationway Commission consideration and assists in drafting and/or preparing agenda items for submission to the Canal Board of Trustees.
• Submits transactions as needed to the State Historic Preservation Office for its review of the parcel’s historic or archeological significance.
• Assists in the preparation of materials to be used for dispositions, e.g., bid packages, Public Notices, etc.
• Creates mapping to illustrate permitted lands and reviews abandonment mapping and associated written descriptions.
• Researches ownership and permitting inquiries from the public, businesses, corporations, municipalities and State and federal agencies and responds to inquiries and coordinates environmental reviews for various land transactions with Canals’ Environmental Affairs Office.
