Minimum Qualifications MINIMUM QUALIFICATIONS:

Possession of a Master’s Degree in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education or nursing), hospital administration, business or public administration or other area specifically related to health care, behavioral or social science, statistics, quantitative research; OR a valid license to practice medicine in New York State or Canada; AND three years of progressively responsible administrative, management, or supervisory experience in a mental hygiene or health/human services setting, or comparable setting, delivering individualized and customized services. Experience must be at a leadership level, with broad policy-influencing responsibility for fiscal and program administration.

Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) is looking for a creative, innovative leader who is capable of executing strategic decisions to serve as Deputy Director for Regional Office overseeing the Program Development and Implementation function. This position serves at the pleasure of the Commissioner of OPWDD.
POSITION DESCRIPTION
The Deputy Director for Program Development and Implementation, under the direction of the Deputy Commissioner, Division of Service Delivery, Regional Offices, is responsible for overseeing a comprehensive and integrated system of person-centered services, supports and advocacy for individuals with intellectual/developmental disabilities. In this capacity, the incumbent oversees the design of community-based program standards, development and implementation of programmatic regional technical assistance for individuals, families and voluntary service providers, and defining best practice structures for OPWDD Regional Offices and voluntary service providers. The incumbent will serve as a program and service resource for individuals and their families seeking comprehensive, high-quality, and person-centered intellectual/developmental disabilities services.
The ideal candidate for this position will share OPWDD’s commitment to advocating on behalf of people with developmental disabilities as well as advancing and enhancing services and supports. In line with our dedication to “Putting People First,” he/she will also provide leadership, commitment, and support to people with developmental disabilities, their family members, voluntary provider agencies, local government and other stakeholders.
PRIMARY DUTIES AND RESPONSIBILITIES:
Driven by the mission, vision and values of OPWDD, the Deputy Director will collaborate with stakeholders, voluntary agency partners, Care Coordination Organizations (CCO), and the Regional Office workforce to ensure a system of individualized, community-based supports. The Deputy Director promotes the Commissioner’s vision of system reform and transparency while coordinating and overseeing ongoing services and supports.
The Deputy Director is also responsible for identifying and advancing Regional Office priorities while implementing statewide policies and strategies. In partnership with our voluntary service providers, the Deputy Director will promote innovative, individualized, community-based solutions that will empower people with developmental disabilities to live richer lives. Specifically, duties include but are not limited to:
• Assist in the direction and management of a staff of professionals responsible for community-based services’ program development, implementation and technical assistance in five regions with 13 satellite offices across the State.
• Oversee and coordinate community-based services including, but not limited to, Employment and Meaningful Activities, Self-Direction, START, Housing, Family Support Services and Senior Companion.
• Oversee CCO/HH technical assistance team to support the transition and implementation of CCO/HH and their Care Management staff.
• Lead the regional offices efforts with various individual and family advocacy groups including local councils and county based Mental Hygiene subcommittees.
• Identify programmatic areas of need and oversee the development and implementation of innovative initiatives and/or best practices.
• Work with multiple voluntary and governmental agencies to coordinate and fund existing community-based services and innovative services and/or best practices.
• Implement federal regulations for Home and Community Based settings rules which will have far reaching effects on many of the providers, requiring actions by the regional offices.
• Manage the collaborative working relationship with local mental health providers to implement supports such as START and further develop crisis intervention and prevention services.
• Manage the Regional Office transition to a managed care model for long term services and supports, requiring a major shift in how OPWDD manages its service system and the vast network of service providers.
