Minimum Qualifications Open to current NYS employees who are currently in a Contract Management Specialist 1 title, eligible for transfer under Section 70.1 of Civil Service Law, and to those reachable on the Contract Management Specialist 1 eligible list. Preferred Qualifications:
• Experience in the field of contract compliance, grant administration, affirmative action, MWBE, or SDVOB. This experience may include:
o Planning, developing, implementing, and reviewing programs dealing with minority business enterprise, service-disabled veteran-owned business enterprise, human rights, affirmative action, or minority business program coordination;
o Contract management and related budgets;
o Affirmative action compliance review or labor relations directly relating to affirmative action;
o Experience in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public or private sector.

Preferred Knowledge:
• Proficiency in Microsoft Office
• Experience using contract and data management systems
• Excellent interpersonal, oral, and written communication skills.


Duties Description Under the direction of the Director, Office of Contractor and Supplier Diversity, the incumbent of this position will be responsible for contributing to the development of project participation goals and monitoring and maximizing the compliance of those goals assigned to stakeholders with whom Empire State Development engages in contractual relationships for the purpose of recommending approving or denial of contracts.

Duties include, but are not limited to, the following:
• Research, develop, and negotiate project participation goals with corresponding sponsors, developers, or other entities critical to the project’s completion.

• Solicit, track, and analyze compliance information and project goal utilization, commitments, and workforce participation for the purpose of recommending approval or denial of contracts.

• Review Request for Proposals (RFPs), Request for Qualifications (RFQs), Incentive Proposals (IPs), and other procurement, contract, and grant materials to ensure that project provisions, and other relevant requirements, are included and reflected accurately.

• Research and prepare lists of qualified and certified Minority and Women-owned Business Enterprises (MWBEs) and/or Service-Disabled Veteran-Owned Businesses (SDVOBs) for procurement purposes, or to match potential subcontractors and suppliers with prime contractors and grantees.

• Provide technical assistance to contractors, vendors, and grantees, as necessary.

• Prepare annual reports, quarterly contract compliance reports, and other procurement reports, as necessary.

• Refine and manage project reporting and tracking systems.

• Ensure that data is accurately reflected in tracking systems and databases.

• Provide the highest standard of customer service to internal and external partners and stakeholders.

• Provide support to the Director of the Office of Contractor and Supplier Diversity on marketing, outreach, compliance, and project management oversight, as necessary.

• Participate in MWBE, SDVOB, and other related expos/events. Participation may include, but is not limited to: presentations, panel discussions, facilitation of workshops, and other forums.

• Participation in trainings, workgroups, strategic planning sessions, and other group projects, as necessary.

• Participate in scheduled office, interdepartmental, and division-wide meetings, webinars, and/or teleconferences.

• Complete additional projects and tasks, as assigned by the Director of Contractor and Supplier Diversity.

Additional Comments Salary Range: $56,604 - $71,980
