Minimum Qualifications Five years of experience supporting the following: Cisco routers and switches, including experience with configuration and troubleshooting; Ciena/Nortel DWDM equipment; and Service Provider Wide Area Network.

The following degrees, preferably in Computer Science or a related field, may substitute for the general experience as indicated:

• A bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in networking and/or telecommunications AND two years of experience in networking and/or telecommunications;
• A bachelor’s or higher-level degree in any field AND three years of experience in networking and/or telecommunications;
• An associate’s degree* with 15 semester credit hours in networking and/or telecommunications AND four years of experience in networking and/or telecommunications;
• Five years of experience in networking and/or telecommunications.

*The networking and/or telecommunications experience must have involved the design, analysis, capacity planning, monitoring, performance evaluation, and/or tuning of a data communications/telecommunications network.

Preferred Qualifications:
• The ideal candidate will have exemplary communication, analytical and organizational skills;
• Work effectively in a team environment;
• 3+ years of experience in a Network Operations Center
• Experience with troubleshooting complex and detailed network challenges including Asymmetric routing, out of order packets, Latency, spanning tree, retransmission and fragmentation issues.
• Detailed knowledge of TCIP/IP network addressing.
• Proficient in both design and troubleshooting of detailed layer 2 and layer 3 network environments including MPLS Layer 2 and Layer 3 VPNs.
• In depth knowledge of routing protocols such as OSPF and BGP.
• Proficient in troubleshooting tools such as Sniffer, Wireshark, Ethereal and other networking tools and the ability to follow packet and data flows throughout the capture.

Duties Description Under the direction of the Manager Information Technology Services 1 DC, SG-27 within the COO/CNS/Wide Area Network team, the incumbent will oversee, manage, prioritize, coordinate, and complete all the projects and tasks associated with keeping the NYS backbone and iPort network operational and secure.

Specific duties include, but are not limited to:

• Design, coordination and implementation of Cisco/Ciena WAN backbone that supplies connectivity for over 5000 remote sites for State agencies, counties, and municipalities.
• Review agency network connectivity and access requirements.
• Design, test, and implement a broad range of new network solutions, migrations & upgrades for ITS WAN and to support the needs of ITS LAN Engineering Services and ITS Enterprise projects.
• Perform evaluations on software/hardware intended to be added or updated within the ITS WAN infrastructure to ensure network continuity/compatibility.
• Perform software upgrades on WAN hardware to keep devices in compliance for vendor support.
• Provide Tier 3 technical support, analysis & troubleshooting for ITS staff, customers and their business partners, including off-shift support as required.
• Responsible for WAN portion of design and implementation of all enterprise network projects (i.e.: UniteNY, Enterprise Wireless, Network Convergence, New York eXchange NYX, Datacenter Consolidation, T1 migration, etc.).
• Work with the vendor communities to provide new access methods for remote sites to NYS resources in support of ongoing and new Enterprise projects.
• Support NYS ITS iPort network which provides connectivity high speed, highly available internet connectivity including Office 365 to NYS employees and for NYS citizens to access NYS resources.
• Review network deployments and recommend remediation to ensure compliance with ITS WAN network standards.
• Work with NOC staff to update procedures and tools to ensure proper 24/7/365 support of WAN.
• Keep network documentation updated and accurate: Visio diagrams, operational procedures, training manuals, network templates, etc.
• Make recommendations that fix current network design flaws and allow for growth. Provide in-depth analysis on network data captures.
• Use all available network tools to provide exceptional support/service to fulfill customer requirements.
