Minimum Qualifications Provisional Promotion: DOH employee with one year or more permanent or contingent-permanent, competitive status as an Early Intervention Specialist 1 (G20) OR

Open Competitive Provisional: anyone possessing a Bachelor's or higher degree in education, early childhood education, special education, psychology, social work, sociology, physical therapy, occupational therapy, speech or language pathology, audiology, nursing, dietetics, nutrition, or one of the following social or behavioral sciences: public policy, communications, economics, legal studies, political science, health policy, behavioral science, history, ethnic studies, child development, or applied behavioral analysis; AND four years of full-time experience providing early intervention services to children under five years of age with, or at risk for, disabilities as well as services to their families. To qualify, experience must have been in an approved Early Intervention Program under Article 25 of the New York State Public Health Law, Part 69, Article 10 of the New York Code of Rules and Regulations, or in an approved Preschool Special Education Program under Section 4410 or 4406 of the New York State Education Law where the primary focus is on providing early intervention services to children under age five; or in a professional position in a governmental setting developing, administering, and evaluating certified early intervention programs, including at least one year of experience in the management of an early intervention program, including policy and procedure development and programmatic oversight, or development or regulatory oversight of early intervention programs for at least 50% of your time; AND at least one year of direct supervision of professional staff responsible for the planning, evaluation, or provision of early intervention services to children and their families, including responsibility for time and attendance and performance evaluations. Substitution: A master's degree in one of the educational fields listed above may be substituted for one year of the general experience.

Preferred Qualifications: Excellent oral and written communication skills; one year of experience in direct delivery of services to children under age three and their families; one year of experience in administrative supervision; knowledge and familiarity with federal and state laws and regulations pertaining to young children with disabilities; administrative skills and experience in development of policy documents, requests for proposals; training materials; technical assistance experience; experience in monitoring of program(s); familiarity with current best practice trends in early intervention and general early childhood services.

Duties Description The Early Intervention Specialist 2 (EIS 2) will have a significant role in the provider approval/reapproval process, and in ensuring that the Early Intervention Provider Agreement is up to date and meets all programmatic and regulatory requirements for New York’s implementation of Part C of the Individuals with Disabilities Education Act (IDEA), the Early Intervention Program (EIP). This position will also support monitoring of early intervention providers, including providing technical assistance to early intervention providers and assisting with reviews of corrective action plans. This position will also provide support as needed for investigations of system complaints to ensure that families in the EIP receive their due process rights under the EIP.

Additional Comments Provisional, full-time appointment. Statewide travel, including overnights and travel to areas not served by public transportation is required. If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year or more of permanent or contingent-permanent, competitive service as described above. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. If a provisional appointment is made, the appointee will be required to take the next holding of the Civil Service EIS2 examination and be immediately eligible for appointment from the resultant eligible list in order to maintain continued employment in this position.
