Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, G-25 OR current NYS employee with one year of permanent or contingent-permanent service in a qualified title, G-23 or higher, and deemed eligible to transfer to Health Program Administrator 2 under Section 52.6 or Section 70.1 of Civil Service Law.

Strong organizational skills; effective communication skills; an ability to adapt to changing priorities and tight timeframes; an ability to assess the impact of policy or program changes on a broad set of stakeholders. Experience with program oversight, policy development, regulatory development, use of data to assess quality, and working as part of a multidisciplinary team with diverse internal and external stakeholders. Proficiency in Microsoft Office products, including Word, Excel and Power Point.
Duties Description This position will report to the Director of the Division of Family Health (Division) and coordinate initiatives to improve maternal mortality and morbidity rates, with a specific focus on decreasing health disparities; collaborate across the Division with the Office of the Medical Director, the Bureau of Women, Infant and Adolescent Health and the Bureau of Administration to track, plan, implement and assess activities related, but not limited to maternal mortality review board, implicit bias training for health care providers, expansion of access to community health workers in key communities, development of an expert workgroup to enhance and improve postpartum care, development of community forums to understand factors related to fibroids and endometriosis, and efforts connected to perinatal regionalization in New York State including rural telehealth in perinatal services and the development of metrics and a data warehouse to assess services; work with other areas of the Department, including the Office of Health Insurance Programs to collaborate on activities related to this work, support efforts to engage communities with disparate birth outcomes to inform the Department’s understanding of determinants of health impacting birth outcomes; develop and update workplans, track program activities, coordinate various activities to improve birth outcomes, develop briefings, reports, memoranda, public presentations, contract documents and other documents as necessary to promote this work; and the ability to adapt to changing priorities and address tight timeframes
Additional Comments Permanent, full-time. Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required.
