Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 52.6 of the Civil Service Law.

Duties Description Under the general direction of the Director of Regulatory Affairs, M5, the incumbent will manage the work of staff within the Office of Internal Audit, serving in a lead capacity and performing the most difficult and complex auditing assignments throughout the Workers' Compensation Board (Board). Duties include but are not limited to the following:
• Assist the Director of Regulatory Affairs in preparing the annual audit plan and ensure its implementation.
• Evaluate workload and prioritize services and projects in accordance with the approved audit plan.
• Prepare audit programs, independently or as part of a team, including determining the type of audit required; determining the appropriate audit methodology; and identifying the steps to be followed in the audit.
• Conduct audit entrance and exit conferences with Board management and relevant staff.
• Conduct audits of manual and automated systems in accordance with applicable audit programs, the international and New York State Standards and requirements, and the policies and procedures of the Board and the Office of Internal Audit.
• Prepare and/or review work papers of Associate and Senior Internal Auditors.
• Assess the reliability of examination conclusions by evaluating supporting documentation
• Report any unusual findings to the Director of Regulatory Affairs and other management during the course of the audit including controversial or sensitive issues affecting the audit.
• Write, review and edit audit reports to ensure conformance with policies, procedures and standards.
• Assist with the Office of Internal Audit's quality assurance program.
• Assist in updating the Office of Internal Audit's policies and procedures.
• Evaluate changes to legislation and Internal Auditing Standards to determine the impact on the Board.
• Assist with annual Internal Control certifications to the Office of the State Comptroller and Division of Budget.
• Assist contracted or other State of New York auditors as assigned.
• Conduct special studies, reviews and analyses as assigned.
• Assist the Director Regulatory Affairs in managing sensitive and confidential inquiries and investigations.
• Manage and develop staff through preparation of individual development plans and completion of performance evaluations.
• Perform other duties as assigned or as deemed necessary by the Director Regulatory Affairs.
