Minimum Qualifications Reachable for appointment on current Civil Service eligible list used for filling this title, or one year of permanent competitive class service as an Contract Management Specialist 2 ; or one year of permanent competitive class service in a title eligible for transfer under section 52.6 of the Civil Service Law. Examples of eligible titles: Agency Labor Relations Representative 1, Senior Administrative Assistant, Senior Budgeting Analyst; r, one year of permanent competitive class service in a title eligible for transfer under section 70.1 of the Civil Service Law. Titles eligible for transfer under section 70.1 include: Senior Purchasing Agent, Assistant Business Officer, and Housing Specialist 2.
Duties Description As a Contract Management Specialist 2, you would assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. The duties include but are not limited to the following: serving as an agency liaison; providing technical assistance; negotiating, developing, preparing, implementing, processing, and tracking contracts; auditing and processing contracts; reviewing and confirming contract payments and assuring that they are in accordance with contract terms; creating and/or evaluating Requests for Proposals (RFP's), Invitation for Bids (IFBs), or Sole/Single Source Procurements. The Contract Management Specialist 2 must possess a working knowledge of NYS OGS centralized contract processes, setting and meeting goals for Small, Minority and Women owned businesses, and the requirements of State oversight agency approval process.
In addition, as a Contract Management Specialist 2, you would supervise and provide guidance to other staff members. The duties might include reviewing more difficult work, ensuring all control requirements are met in addition to completion and oversight of State required reports related to procurement.
Additionally, meet time sensitive deadlines for reports and reports are presented accurately. handle administrative, technical, contract performance and compliance duties including but not limited to: oversee Executive Order (EO) reporting, develop assorted procurement and contracting reports, MWBE and SDVOB program initiatives, provide administrative support to the contract management specialists, troubleshoot and resolve AP discrepancies and disputes. This position (SG-23) will supervise subordinate Contract Management Specialist staff in carrying out the duties set forth.
