Minimum Qualifications Ten years professional experience in Information Technology; Five years of which must have included project management oversight responsibilities (e.g., planning, design, development, implementation, and operation of a large-scale Information Technology project); three years of which must have included extensive experience in identifying issues and risks and mitigating same; three years of which must have included professional experience in scheduling and controlling all aspects of a large-scale IT system; demonstrated strong technical, analytical, organizational and problem solving abilities; and demonstrated ability to implement a large-scale IT system on-time and on-budget. A bachelor’s degree may substitute for four years of experience. A master’s degree may substitute for an additional year.

Duties Description 1. Develop and manage a detailed project plan focus group for the planned business process outsourcing (BPO) of all student grant and scholarship programs. Monitor and track progress of the plan and make adjustments as necessary to ensure timely completion.
2. Develop and oversee focus groups consisting of members from college/university and high school sectors to document and understand the current school-based software and how the software interacts with HESC systems and to ensure implementation of the most versatile system to meet future technology needs. Review recommendations to assist management in identifying and solving administrative and management problems hindering the effectiveness and efficiency of the BPO RFP process.
3. Assess, analyze and evaluate strengths, weaknesses, opportunities and threats of current school-based software, and identify possible solutions to weakness and/or threats of currently utilized software.
4. Document all “as-is” systems and current user experiences. Provide clear direction, objectives and goals to gather qualitative customer experience data.
5. Report on-going progress to Project Director and escalate problems and identified risks as needed.
6. Capture all functionality necessary to provide a state-of-the-art user experience for all stakeholders.
7. Develop functional requirements, use cases, and other design documents for an interface with high schools and colleges that will allow for automated information transfer.
8. Review and assess system capabilities, workflow and limitations, and offer solutions.
9. Assist schools with integration points and business processes necessary for the “to-be” system.
10. Work with the selected vendor, ITS, and HESC to ensure all system deliverables are completed on time, within budget, and according to approved specifications.
11. Onboard high schools and colleges to the system and ensure all components and interfaces operate correctly.
12. Identify and investigate continuous improvement opportunities within budgetary guidelines, propose improvements to existing systems and software offerings and propose efficiencies and cost savings solutions.
13. Perform other duties as assigned.
