Minimum Qualifications Nine years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases. The following degrees may substitute for the general experience as indicated:
A Bachelor’s degree including 15 semester credit hours in Information Technology, Project Management, and/or Communications and six years of experience as a project and/or program manager on complex information technology projects involving multi-entity project teams and multi-million-dollar budgets, including managing requirements analysis, design, development, testing, and implementation activities as well as project management activities across multiple releases. A Masters’ degree may substitute as an additional year of experience.


Preferred skills:

• Five or more years of experience implementing projects utilizing industry standard system life cycle methodologies including iterative project planning, design, development.
• Two or more years of experience managing project resources on blended teams with New York State and/or New York City resources.
• One or more years of experience with technology delivery and/or capabilities for human/social services applicants and recipients.
• Well-organized, structured, and detail-oriented with an ability to operate in an environment with multiple and diverse stakeholders and handle challenging organizational issues.
• Knowledge of, and experience with, Systems Development Lifecycle (SDLC) methods such as waterfall, Rational Unified Process (RUP), and Agile, Scrum, etc.
• Project Management Professional (PMP) certification.
• Strong verbal and written communication skills, with an ability to express complex information and concepts to stakeholders, technical staff, consultants/contractors and end users.

Duties Description The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems.

The Project Manager will work under the direction of the IES Program Management Deputy Director to manage the initiation, planning, execution, and closeout of projects and programs related to the mission and objectives of the Integrated Eligibility System. The Project Manager is expected to demonstrate a high degree of initiative, independence, business acumen, technical acumen, communication skills, and team building skills.

Duties will include, but are not limited to:
• Define and manage project scope, schedule and budget on specific projects and programs;
• Manage project cycle, such as: meeting coordination; risk register; issues list; action items; decision log; and project repository;
• Lead project groups within the IES Program and across stakeholder groups;
• Facilitate meetings clarifying business and technical requirements and decision making;
• Collaborate with senior management on resource allocations and project priorities;
• Provide project status reports to identified audiences and stakeholders as determined;
• Manage project teams in development of business cases, requirements gathering, communication plans, business documentation, technical documentation, testing plans, deployment plans, and risk mitigation strategies;
• Manage project financials for employees, consulting resources, and non-personal services costs;
• Maintain project systems, ensuring project documentation is current, and updating document repositories with key project artifacts;
• Identify project risks, project dependencies, and project issues and providing alternatives to mitigate impacts;
• Coordinate cross-agency architecture groups ensuring planning, design, and delivery of projects and programs match the framework and standards of the IES Program;
• Collaborate with project teams, state agencies, and Social Service Districts ensuring project objectives are understood and that roles are well defined;
• Report status updates to senior level management, including IES Program Director, Project Sponsors, Program Steering Committee, Executive Steering Committee and other key stakeholders.
