Minimum Qualifications The selected candidate must be eligible for transfer under Section 52.6 of the Civil Service Law or reachable on the appropriate exams for this title in accordance with the provisions of Civil Service Law, Rules and Regulations.

Duties Description The responsibilities of a Taxpayer Services Administrator 1 include a variety of tasks with the ultimate goal of managing systems and processes to support the agency’s mission of efficiently collecting tax revenues in support of State services and programs, while acting with integrity and fairness in the administration of the tax laws of New York State
PRIMARY DUTIES AND RESPONSIBILITES:
• Oversee the activities of the Section, directly supervise unit heads, coordinate production reports for units. Analyze production reports, assign or re-assign staffing to maintain productivity levels and keep backlogs to a minimum.
• Prepare statistical reports and answer executive correspondence. Prepare plans for accommodating workload changes and responsibilities that result from legislative mandates and upper management directives.
• Review, analyze and comment on legislation and other administrative proposals that affect operations. Develop procedures for new functions, reviewing existing procedures on an on-going basis and update procedures as necessary.
• Act as a liaison between Section and other Bureaus within OPTS, resolve processing problems, keeps sections informed of changes in legislation, management directives, procedures and computer programming to determine their effectiveness.
• Serve as Project Manager with day to day oversight and leadership. Initiate new procedures/programming or make changes to existing ones by either direct intervention or by change controls. Possess effective writing skills to correspond with taxpayers and their representatives on complex issues, report to management through narrative reports, create memorandum/letters to inter-bureau or inter-division personnel.
