Section 70.4 Transfer to Budgeting Analyst Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Budgeting Analyst Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-11 or higher AND have standing on the Public Administration Trainee Transition (PATT) eligible list or Professional Career Opportunities (PCO) eligible list AND possess a bachelor’s degree.

Duties Description The New York State Education Department (NYSED) is seeking candidates for a Senior Budgeting Analyst position in the Bureau of Budget Coordination (BBC). This Office is responsible for the planning, management and control of all of the Department’s budgeting activities. Under the direct supervision of the Education Finance Specialist 3, the incumbent of this position will work with various program area staff to coordinate budget activities. Duties of this position include, but are not limited to, the following:

• Prepare budget estimates;
• Prepare and maintain expenditure, revenue, and disbursement projections;
• Maintain fiscal records;
• Monitor expenditures and disbursements;
• Review legislation and regulations for fiscal impact;
• Prepare various reports using manual and automated resources; and
• Serve as a NYSED liaison to the Division of the Budget and various Legislative staff.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary above applies to candidates appointed to Senior Budgeting Analyst, SG-18. The salary for candidates appointed to Budgeting Analyst Trainee 1 starts at $45,213 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.

*Leads to a maximum salary of $70,415 based on annual performance advances.
