Preferred Qualifications:

The Statewide Financial System (SFS) is looking for an experienced Personnel administrator to work in the small but challenging Human Resources Section of a newer NYS government entity. This position is customer-service oriented and will require considerable interaction with staff as well as other stakeholders. Candidates will be expected to accomplish and be responsible for a wide variety of HR-related tasks. SFS is interested in candidates that are self-starting, reliable, independent, and capable of effectively handling multiple priorities as well as be collaborative team players. Preferred qualifications also include:

• Minimum two (2) years of NYS government agency Human Resources experience.
• Knowledge of, and working experience with, the NYS Civil Service recruitment/hiring process.
• Working knowledge of the following software and systems: Excel, Visio, Word, NYSTEP, and LATS.

Duties Description As a member of the SFS Human Resources (HR) Section, the incumbent will report to the Director of Human Resources. The incumbent of this position will function as a Human Resources generalist, carrying out the day-to-day administrative duties related to personnel, labor relations, training, affirmative action, Employee Assistance Program (EAP), NYS Ethics, as well as other HR activities. The incumbent will work closely with the Division of Budget Human Resources Office (DOB HR).

Duties will include, but not be limited to, the following:

Personnel:

Assist in the timely completion of tasks pertaining to the appointment, assignment and evaluation of SFS personnel:
• Help ensure the maintenance of a position or item control system to facilitate effective and efficient utilization of organizational staff.
• Distribute resumes of eligible candidates to appropriate SFS staff received from canvasses and postings.
• Arrange for appropriate program supervisory participation in employment interviews.
• Contact potential candidates requesting information, clarification, or making job offers.
• Prepare appointment paperwork in accordance with Civil Service Law, State Finance Law and applicable rules, regulations and directives.
• Work jointly with DOB HR to administer the on-boarding and off-boarding of employees, including updating all SFS HR and agency records.
• Administer the SFS Probation and Performance Evaluation processes, including distributing appropriate forms to supervisors; receiving and processing completed reports; updating electronic and physical employee folders; monitoring and updating performance plan and probation report spreadsheets, including notification of supervisors as necessary.

Assist in the administration of the organizational recruitment program.
• Confer with agency program managers, DOB HR and the Department of Civil Service (DCS) on possible actions to meet specific recruitment needs.

Assist in the maintenance of an organizational classification plan designed to achieve agency goals.
• Assist in reviewing and/or developing requests for new positions, reclassifications, reallocations, earmark releases, increased minimum hiring rates, area and shift pay differentials and related classification and compensation matters.

Assist in the administration of various employee-oriented services.
• Serve as the liaison with DOB HR in the processing and orientation of new employees.
• Serve as the liaison with DOB HR in maintaining administration of the time and attendance rules as modified by negotiated agreements; and pertinent leave programs such as military, educational and sick leave.
• Disseminate information on promotion opportunities and related programs for potential employee self-improvement.

Labor Relations:

• Contribute to maintaining effective working relationships between management and labor.
• Advise SFS management of potential or actual union and employee reaction to proposed or initiated plans and programs.

Assist in developing recommendations to resolve problems and to prevent or minimize labor difficulties.
• Serve as a resource for managers on matters concerning contractual interpretation, grievances, counseling employees, and disciplinary matters. Offer guidance and solutions to assist managers in resolving issues.
• Assist in administering various negotiated labor contracts and agreements.
• Develop documents and materials which will be utilized in Labor/Management negotiations.
• Attend Labor/Management meetings on behalf of Management and policy makers.
• Consult with central staff agencies such as the Governor’s Office of Employee Relations (GOER) and DCS; and confer with union representatives on matters pertaining to contract administration.
• Assist with grievance hearings with employee representatives, and evaluating position offered by employee or union representatives.
• Advise agency officials in the procedures and requirements of the disciplinary process. Encourage proactive supervisory practices, such as coaching and counseling, to minimize the need for disciplinary action.
• Assist in the investigation of employee misconduct, including the gathering of witness statements and evidence.
• Consult with agency managers regarding conduct that may require discipline, and assist in preparing a draft Notice of Discipline for review and approval by supervisor.
• Assist the agency at disciplinary appeal hearings before an independent arbitrator.

Training:

• Assist with identifying core competencies needed throughout the various agency programs, then building comprehensive training programs based around these competencies.
• Arrange for special training in response to management, program, and staff needs.
• Administer the GOER Mandatory Training program for SFS, including all Statewide Learning Management System (SLMS) activities.
• Act as SLMS troubleshooting expert.
• Maintain training records of employees and review training applications and/or nominations for staff.
• Disseminate information related to various training opportunities to agency staff.
• Work with SFS Administrative Business Services Section to ensure enrollment of applicants and that appropriate funding is available for paid training.

Other:

• Attend ethics meetings, observing and learning the responsibilities of the SFS Ethics Officer.
• Attend SFS EAP Committee meetings, observing and learning the responsibilities of the Committee Chairperson.
• Assist in administering the SFS Affirmative Action program, including acting as the back-up Designee for Reasonable Accommodation and Americans with Disabilities Act Coordinator.
