Minimum Qualifications Thirteen years of progressively responsible engineering, architectural, or multi-trade building construction management experience*, including four years of experience at a managerial level.

*Multi-trade building construction management experience shall include responsibility for three or more of the following areas: construction planning, coordination of multiple trades, cost estimating, project scheduling, material purchasing, resource management (including labor, material, and equipment scheduling), and construction document reading and interpretation (e.g. plans and specifications).

Substitutions: Associate degree in engineering, architecture, landscape architecture, engineering technology, construction technology, building science, or architectural technology may substitute for two years of the general experience. Bachelor's degree in the above fields may substitute for four years of the general experience.

Additional Preferred Qualifications:
• Bachelor’s degree in a related field.
• A minimum of fifteen (15) years’ experience in progressively responsible role(s) in design, construction, construction management, project management and/or project delivery and services.
• Experience in public works projects preferable.
• Well-organized, mission-focused leader who exhibits in their body of work a commitment to integrity and results-based performance.
• Demonstrated success in the transformational management of a large, diverse organization comprised of a wide range of staff competency from entry-level to licensed professionals.
• Proven success in a senior management capacity leading and implementing organizational change, efforts on business development, innovation, and operational excellence.
• Evident skill sets in the following areas: performance management analytics, leadership, client/vendor relationship management, project management, negotiation, critical thinking, and precise verbal and written communication skills.
• Comfortable working in a rapidly changing, fast-paced environment; leading and proactively managing work streams.

Duties Description Duties include but may not be limited to:
• Lead the group into the “New NY” as part of the Executive Team of the Office of General Services Design & Construction.
• Provide overall leadership and direction for a major construction program worth approximately $1 Billion, including construction management services undertaken by Design & Construction across New York State.
• Oversee the monitoring of overall work produced by the Division of Construction across seven geographical regions within the State – Long Island, New York City, Mid-Hudson, Capital Region, North Country, Central New York and Western New York.
• Act as an organizational change agent demonstrating effective problem solving and leadership, and steering overall direction, philosophy, improvement initiatives and staffing allocation in conjunction with the executive team.
• Prepare recommendations on policy and procedural matters that affect other divisions in Design & Construction and other State Agencies.
• Exhibit a high degree of passion, integrity, hard work and professionalism in interacting and consulting with others outside of Design & Construction
• Provide the necessary executive direction to ensure that Design & Construction personnel develop and maintain expertise.
• Develop and implement innovative and effective strategies for improvement of construction timeliness, cost containment, product quality and communication with the Division of Construction.
• Oversee and ensure the effectiveness of the Emergency Construction Contracting process including responding, bidding and execution.
• Ensure that the Division of Construction is aligned with industry best practices.

This position will also require extensive Statewide travel, which will be discussed at the time of interview.
