Minimum Qualifications Interested candidates must be currently reachable on the appropriate eligible list or be eligible to transfer under section 70.1 of the Civil Service Law.
Candidates appointed from the departmental eligible list will be required to serve a two-year traineeship that leads to the Accountant Aide, G-13.
Candidates Candidates appointed to the traineeship must have completed six credit hours of accounting/auditing and will need to complete an additional six credit hours of accounting/auditing courses before completion of the traineeship.
To be eligible to transfer via 70.1 to the Accountant Aide Trainee, candidates must have one year of permanent competitive service in a qualifying title allocated to grade 7 or higher and have completed six credit hours of accounting/auditing.
To be eligible to transfer via 70.1 to Accountant Aide, SG-13, candidates must have one year of permanent competitive service in a qualifying title allocated to grade 11 or higher and have completed 12 credit hours of accounting/auditing.
Duties Description Voucher Processing
• Reviews and processes cleanup vouchers using accepted Fund, Bureau of State Expenditure’s and the Statewide Financial System (SFS) procedures.
• Be able to perform a variety of associated duties using SFS.
• Perform daily reconciliation of Oil Spill Fund’s unpaid vouchers inventory.
• Support the Senior Accountant in fulfilling any requests made to the Fund.
Correspondence
• Review all interim and final cost statements.
• Prepare and forward to the Office of the Attorney General (OAG), billings of cleanup costs owed the Fund and perform a variety of associated duties using SFS and Filenet, including the scanning of documents.
• Prepare cost statement updates and contract payment packages, on the request of the OAG, for use in litigation.
• Create costs updates on a monthly basis in addition to fulfilling any requests from the OAG for cost updates.
Revenue processing
• Examine, reconcile and create revenue deposits based upon monies received via OAG, DEC or OSC’s oil spill legal unit, using accepted Fund and SFS procedures.
• Process the revenue deposits in SFS timely and accurately.
Financial Reporting
• Assist the Senior Accountant in the preparation of the interim and annual Oil Spill financial statements.
• Support the Senior Accountant in any activities that are necessary to complete the Oil Spill Fund’s accounting unit goals and objectives.
Bureau Support
• Monitor the Oil Spill accounting mailbox and respond timely to information requested by stakeholders.
• Provide phone coverage for the public line.
• Respond to public inquiries regarding the spill program by phone and email.

• Excellent verbal and written communication skills.
• Able to multitask and handle multiple priorities.
• Experience with accounting systems (i.e. Statewide Financial System (SFS)).
• Self-motivated and willing to take on special assignments.
• Governmental accounting and financial reporting knowledge preferred.
• Ability to work independently as well as with others on teams.
• Ability to meet deadlines.
