Duties Description POSITION DESCRIPTION:
This position has a direct impact on the quality of behavioral and clinical health care services provided to the individuals receiving services from the Office for People With Developmental Disabilities (OPWDD). High quality behavioral and clinical health care is essential to insuring that OPWDD can accomplish its Core Mission of helping people with developmental disabilities lead richer lives. The Developmental Disabilities Policy Development Specialist 3 position is pivotal to maintaining clinical competence, fiscal sustainability and regulatory compliance throughout the state, particularly in Part 679 Clinic Treatment Facilities (Article 16 Clinics). This position also takes a lead role in project management related to Article 16 clinic services and Independent Practitioner Services for Individuals with Intellectual/Developmental Disabilities (IPSIDD) and other programs within the division.

PRIMARY DUTIES AND RESPONSIBILITIES:
• Work closely with other OPWDD units/bureaus, Developmental Disabilities State Operations Offices (DDSOO) and Developmental Disabilities Regional Offices (DDRO), and voluntary not-for-profit agency providers on Article 16 Clinic policy and transitional issues.
• Review and examination of proposed legislation, regulations and policy for consistency with OPWDD clinical initiatives and operations, and applicable NYS Education Department Office of the Professions laws.
• Collaborate with other State agencies, such as the Department of Health and the Office of Mental Health, to resolve issues and to promote provision of long term therapies and behavioral/mental health services to persons with developmental disabilities.
• Research, analyze, edit and format regulations to develop integrated policies and procedures, including documentation and reimbursement requirements that impact clinical service provision.
• Communicate with providers, DDSOO and DDRO staff, staff working on the development and implementation of the OPWDD Electronic Health Record, OPWDD Directors of Health and Nutritional Services and Chief Psychologist to resolve operational and policy/program issues.
• Provide technical assistance and advice to Central Office and DDSOO/DDRO staff and/or community agencies about clinical policy and standards interpretation and implementation, including responding to telephone calls, e-mail, commissioner’s correspondence, and info line inquires.
• Review and process Certificate of Need (CON) applications for clinics to add or remove clinic locations or amend services being provided.
• Assist OPWDD Counsel’s Office in obtaining and managing information needed to comply with requirements of Chapters 130 & 132 of the Laws of 2010 to fully implement NYS Education Department licensing laws.
• Review and process all applications for the Independent Practitioner Services for Individuals with IDD (IPSIDD) and work closely with other OPWDD departments and DOH to ensure that applicants are processed swiftly.
• Research, revision, development, and consultative interpretation of laws, policies and regulations that impact on behavioral and clinical services in order to provide staff and administrators in both state-operated and voluntary provider agencies with support and guidance to ensure that clinical services are delivered in a manner consistent with the Core mission of the Agency.
• Assist supervisor, and the Assistant Deputy Commissioner for Statewide Services, in project management related tasks related to services relevant to the Division of Statewide Services.
• Other duties as assigned by the division leads.
