Duties Description Under the general direction of the Regional Director or other senior staff, the incumbent of the Economic Development Program Administrator 1 position will manage and oversee the program activities of the Capital Region office. This includes directing the activities of subordinate professional-level staff.
The duties for this position include, but may not be limited to:
• Assist in managing the regional office on a project or team basis to ensure effective program development, service delivery, and administrative operations
• Assist in the development of the Regional Strategic Plan by the Capital Region Regional Economic Development Council, which includes the identification of regional economic problems, determining possible causes, and recommending solutions
• Lead outreach efforts to banks and industrial development agencies (IDAs) to expand Empire State Development’s (ESD’s) portfolio of loans, businesses, chambers of commerce, and business organization outreach
• Develop target clusters and potential prospects to assist in regional marketing outreach efforts
• Present before economic development business groups to promote ESD’s programs and services
• Supervise staff in the intake and scoring of the Consolidated Funding Application (CFA) projects; assure that staff are consistent when conducting internal reviews and allotting scores
• Work with senior staff on the expansion and development of income-producing programs for the department
• Prepare customized economic development proposals related to expansion and/or retention projects
• Work closely with economic development partners, including university and community college leaders, on regional office leads; this involves identifying the qualification, review, and submission of applications
• Supervise staff activities on all ESD programs
• Serve on committees and task forces, as required
