Minimum Qualifications In order to be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Duties Description The Deputy Director of Contracts is expected to work closely with the Director in all aspects of Office of Contract Management operations. In concert with the Director, oversee and manage work flow for approximately 40 full-time staff in the Office, with responsibility for construction contracts (including design-build & best value contracts); architectural/engineering contracts; professional service contracts; and agreements with local governments, railroads, transit providers, airports, utilities and a wide variety of other entities.

Coordinate, prioritize and maintain contract work flow to meet competing needs of the Regions, Main Office Program Areas, and Executive Management. Resolve and provide recommendations on complex problems and complaints regarding pending contracts, seeking guidance from legal and program areas when necessary.

Maintain, review, implement, and continuously improve procurement policies, guidance and procedures. Inform and advise Department staff regarding contract-related questions and best practices, as well as working with other state entities on these issues. Serve as primary liaison to control agencies including the Office of the State Comptroller, the Office of the Attorney General and the Federal Highway Administration on contract-related issues.

Participate, and take a leadership role as necessary, in Department initiatives. Current initiatives include upgrades to the Department’s DBE Program Plan, Reduction of Consultant Work-at-Risk, revisions to consultant selection factors, a LEAN project on the A/E consultant procurement process, and Department migration to full utilization of the Statewide Financial System.

Responsibilities also may include participating within the Incident Command System to support the department’s response to regional and statewide emergency situations.
