Minimum Qualifications Candidates who meet either of the qualifications listed below (Option #1 or Option #2) are eligible:

Option #1

A. Education

A master’s degree in a mental hygiene discipline (occupational therapy, physical therapy, social work, psychology, recreation therapy, rehabilitation counseling, education, and nursing), hospital/health administration, or other administrative area specifically related to health care, sociology, statistics, or quantitative research, or a license to practice medicine in NYS or Canada.

AND

B. Experience

Seven (7) years of experience in a mental health program or health care setting that includes four (4) years of managerial experience in at least three (3) quality management component areas such as program evaluation, clinical risk management, standards compliance, survey readiness, utilization review, or a closely related area.

Substitutions:

Managerial experience in only two (2) of the quality management component areas noted above requires an additional year of such experience; managerial experience in only one (1) of the quality management component areas noted above requires an additional two (2) years of such experience.

A license to practice medicine or a doctoral degree may substitute for one (1) year of the general experience.

Option #2

A. Education

A Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science from an accredited school; or a valid license to practice medicine in New York State or Canada. Current registration or licensure required where applicable.

AND

B. Experience

Five (5) years of progressively responsible administrative, consultative or supervisory experience in a mental health program including at least one of the following:

1. One (1) year of satisfactory experience in a position
comparable to a Clinical Chief of Service (COS) or Director of
Mental Health Rehabilitation;

OR

2. Two (2) years of satisfactory experience in a position as
administrative head of a multi-disciplinary treatment team;

OR

3. Two (2) years of satisfactory supervisory, professional, or
administrative experience in the development, operation,
and/or implementation of the mental health service delivery
system for State facilities, counties, or local/private agencies
in three (3) or more of the following areas: program
development, management procedures, community
organization, resource planning, funding, program proposals,
advisory boards, consumer and community advocacy and
intergovernmental relations.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.

Duties Description The Deputy Director, Psychiatric Center 2 – Quality Management/Operations (DDPC 2 - Quality Management/Operations) serves as an essential member of the Executive Leadership Team at KPC. Under the general direction of the Executive Director and in close collaboration with other facility cabinet level staff, the DDPC 2 - Quality Management/Operations supervises, coordinates and directs day-to-day operations for the facility’s inpatient and outpatient treatment programs and directs and oversees the facility’s Quality Management Program, which includes program evaluation, performance improvement, incident investigation, clinical risk management, medical records administration, utilization review, standards compliance, survey preparation and readiness, professional growth and development, consumer satisfaction, and cultural competence. The DDPC 2 Quality Management/Operations participates in the development of the facility’s short and long range goals; establishes policies and procedures to ensure efficient and effective service delivery; supervises, coordinates and directs the activities of subordinate managers in administrative and operational program areas; monitors and oversees staffing, assignments and work schedules to ensure quality patient care; and establishes and ensures the maintenance of safe and therapeutic environments for patient care with a focus on cultural competence and community care. The DDPC 2 - Quality Management/Operations is expected to demonstrate effective leadership through the supervision of direct reports and the ability to develop and foster collaboration between facility programs at different levels of care to ensure an integrated approach to the provision of quality services.

Additional Comments Salary: $132,528 - $166,696; Plus $3,026 Location Pay

Kingsboro Psychiatric Center (KPC), a Joint Commission (TJC) accredited mental health facility located on a historic campus in Brooklyn, New York, is seeking qualified candidates for the position of Deputy Director, Psychiatric Center 2 – Quality Management/Operations to join our leadership team. KPC provides comprehensive, integrated services 24 hours per day for hospitalized patients and operates three Transitional Living Residences; an 80-bed Family Care Program with certified homes in the community; a satellite clinic on campus; and two community-based outpatient clinics located in the Canarsie and Williamsburg neighborhoods that provide assessment and treatment planning; health screening and referrals; discharge planning; verbal therapies; medication therapy; medication education; symptoms management; psychiatric rehabilitation readiness determination; case management; crisis management; clinical support; mobile outreach; and family support services.
