Minimum Qualifications MINIMUM QUALIFICATIONS:

Preference will be given to candidates who possess:
• Strong managerial skills
• Strong analytical, communication and presentation skills
• Strong computer skills, particularly as it relates to Microsoft applications such as Excel, Access, PowerPoint and other related programs
• Ability to gather, organize, and present pertinent data to leadership in a succinct manner
• Ability to prepare and evaluate expenditure and other financial reports.
Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.

Duties Description POSITION DESCRIPTION:
The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 140,000 individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency’s mission of helping families and people with developmental disabilities live richer lives. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on Executive Staff priorities.
Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources; and the implementation and monitoring of budget initiatives and the agency spending control process.

PRIMARY DUTIES AND RESPONSIBILITIES:
Under the direction of the Chief Budgeting Analyst or Supervising Budgeting Analyst, the Associate Budgeting Analyst will:
• Prepare monthly cash spending projections for Non-Personal Service and Capital.
• Prepare allocation, projection and disbursement analysis for Non-Personal Service and Capital.
• Prepare SFS budget journals to segregate appropriated funds as needed.
• Prepare SFS General Leger and adjusting entries as needed.
• Oversee the agency’s Federal Grants.
• Assist in the approval and tracking process for B-1184s and Out-of-State travel.
• Assist in the development, presentation, and implementation of the agency’s budget request.
• Assist with close-out activities including procurement card reconciliation analysis.
• Supervise up to three (3) Senior Budgeting Analysts who assist with the above-mentioned responsibilities.
• Review and respond to requests for information from the Division of Budget, agency leadership, and other agency units.
• Assist with special assignments as needed.
