Minimum Qualifications Eligible for a lateral transfer or eligible for a 52.6 transfer by having one year of permanent competitive service in the appropriate title at the M-1/G-25 level, or higher;
OR
Promotional/Provisional Qualifications: Candidates must have one year of permanent competitive service in a professional training position allocated to Grade 23 or above.
Duties Description Duties include, but are not limited to, the following:
• Aid the Director of Training in managing the annual OTDA contractual training program valued at $16.7 million in OTDA projects and approximately $3.9 million in shared OCFS/OTDA contracts.
• Assist the Director of Training in developing priorities, objectives and evaluation criteria for training and development programs.
• In conjunction with OBF&DM, oversee the development and implementation of the annual OTDA Training Plan to be submitted to DOB each year. Establish deadlines, organize meetings with Program Divisions and manage the preparation of Project Descriptions for public university projects. Manage competitive procurement with private vendors as necessary.
• Oversee the Statewide Learning Management System (SLMS) and State employee mandated training programs.
• Work with the agency program managers and employees to identify and analyze training goals, both short and long term, and identify employee development needs.
• Maintain a working relationship with various State and local organizations, consultants, task forces, advisory groups and numerous educational institutions to receive and give assignments and to receive and convey information about the development, execution and evaluation of agency training and development programs.
• Oversee the development of standards for classroom and web-based training materials for programs in order to create methods to evaluate and monitor the proposed implementations.
• Coordinate the voucher payment system for training claims, establish interfaces with other claim data management systems such as SFS, VISTA Contract Management System, STARS/ Human Services Learning Center to ensure that vouchers are accurate and promptly paid.
• Oversee approximately 85 conferences and regional meetings each year, focusing on critical OTDA programs such as Child Support Enforcement, Home Energy Assistance Program, and SNAP Nutrition Education, serving between 50 and 500 participants.
• Monitor and establish various controls and standardized procedures in conjunction with OTDA Internal Control guidelines, including conference and meal guidelines, trainee travel reimbursement, Contractor Operations Manual, annual Submission Guidelines, Training Catalog and related web pages.
Additional Comments Appointment will be contingent upon the Division of the Budget approval to fill. You must be a current NYS employee to apply for this position. A full-time, contingent permanent or provisional appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
