Salary RangeFrom $90375 to $111316 Annually
Minimum Qualifications Current New York State employees, with one year of permanent service in a G-25 or M-1 title eligible for transfer under Section 52.6 of the Civil Service Law, or currently in an G-27 position eligible for transfer.
Duties Description Under the direction of the Project Manager 4, the Project Manager 3 will manage large scale, complex, cross divisional and intra-agency projects within the DMV Project Management Office (PMO). The incumbent will be responsible for the direct supervision and oversight of a Project Manager 2 who directly manages the agency’s PMO. The Project Manager 3 will also directly supervise three managers who oversee the Forms and Special Programs Unit. The incumbent will manage the agency’s project portfolio. Duties include, but are not limited to:
• Determines and manages priorities on large scale and high priority projects.
· Works with the PMO staff to implement project methodologies adhered to by the agency. Ensures best practices are documented and shared so that they can be repeated.
• Provides timely and professional responses to subordinate project managers when issues, including emergent risks and resource conflicts, arise on projects.
• Independently conducts requirements gathering sessions. Interacts with high-level stake holders including top agency executives and vendors to develop detailed project requirements. Leads cross functional teams to develop detailed scope statements and project requirements for complex projects.
• Analyzes assigned projects from within the agency’s portfolio, in terms of project performance, interrelationships among projects, problem identification, and planning for the mitigation of project issues. Has routine written and oral communication with the PM 4.
• Coordinates the development of Requests for Proposals (RFP’s). Evaluates cutting edge technologies for potential use in project development, and contracts for new and unproven technologies, including pilot projects.
• Communicates directly with control agencies, vendors, sponsors, executives and stakeholders and controls the activities of project teams to ensure that the project objectives are met.
• Maintains the agency’s project portfolio and coordinates the management of the portfolio with DMV Executive Team, senior managers, and ITS.
• Supervises staff in projects that may extend beyond the agency’s boundaries, having teams composed of employees from diverse program areas.
• Mentors and supervises subordinates in a manner that makes the best use of their existing talents and assists them in improving their level of knowledge, skills and abilities.
• Identify and evaluate resource alternatives and potential solutions in a way that balances agency need with fiscal and regulatory limitations.
• Ensure DMV’s forms are professionally managed as key deliverables of the agency’s projects.
