Minimum Qualifications EDUCATION & REQUIREMENTS:
Education Level required: Bachelors’ Degree in Accounting, Finance, Business Administration or related area.
Equivalent Experience required: 5+ years’ proven payroll experience as a payroll manager or similar role in a fast-paced environment with supervisory experience.
Knowledge required: Knowledge of ADP WorkForceNow or other payroll software and MS Office (especially Excel); Detail-oriented; Excellent mathematical, written and oral communication skills; Familiarity with current payroll procedures and related laws.

Duties Description Basic Function: Prepare, reconcile and process the payroll for ESD and Subsidiaries staff utilizing ADP Workforce Now (“ADP”). Administer and maintain the ADP time & attendance system and ensure the accuracy, submission and approval of all employee timesheets. Reconcile quarterly and annual payroll and tax information to ADP registers and reports. Ensure proper recording of payroll-related expenses and liabilities into the general ledger and perform account reconciliations and analyses. Prepare and coordinate reports for fiscal year and workers compensation annual audits. Oversee petty cash, employee travel reimbursement and monitor compliance to the Corporation’s travel guidelines. Reconcile and maintain employee benefit related payments to third-party vendors.

Work Performed:
• Supervise payroll and employee expense team.
• Process bi-weekly payroll using ADP’s integrated system.
• Effectuate payroll changes including, but not limited to, new hires, terminations, salary adjustments, and health insurance rate changes.
• Maintain ADP time & attendance system and ensure accuracy, timely submission and proper approvals.
• Resolve issues and answer payroll-related questions.
• Maintain employee confidence and protect payroll operations by keeping information confidential.
• Ensure compliance with relevant laws and internal policies.
• Perform bi-weekly general ledger reconciliation of payroll expenses and liabilities.
• Reconcile quarterly 941 payroll reports and year-end W-2 totals to ADP registers.
• Oversee reconciliation and payment of all employee benefit-related invoices such as health insurance, deferred compensation, pension contributions, life insurance, transit, municipal credit union, and flexible spending account and dependent care claims.
• Reconcile and review monthly New York State Local Retirement System report against ADP reports and process payment.
• Assist general accounting staff with bank reconciliation inquiries and journal entries with regard to payroll-related bank accounts.
• Perform quarterly reconciliation of employee health insurance premiums with Human Resources Benefits Manager.
• Assist Budget Director with quarterly budget variance analyses.
• Oversee and manage the corporation’s petty cash fund.
• Reconcile all payroll-related accounts at fiscal year-end for annual audit.
• Liaise with both internal and external auditors
• Conduct annual payroll certification with Deputy CFO & Controller.
• Special projects and analyses as required.
